Summary

This position is part of the Office of Inspector General, GPO, Washington D.C.

GPO Remote Work Policy: GPO offers a flexible work arrangement in which an employee can work most or all time from a different geographic area. Remote workers must be able to perform duties on the date of their entrance on duty and/or the date of the telework agreement. Final pay will be determined upon selection with regard to locality pay and location of selectee. This position is not eligible for Remote work.

Responsibilities

  • Serve as advisor on all legal matters relating to the agency Inspector General management, legislative relations with Congress, and provides independent and confidential legal advice and assistance to the Inspector General .
  • Review proposed and/or existing legislation, regulations, and guidelines relating to the operations of the agency and makes recommendations to the Inspector General on their efficiency, impact, and/or prevention of fraud, waste, an abuse.
  • Recommend to the Inspector General legislation, policies, and directives on matters relating to (a) the promotion of economy and efficiency in agency programs and operations or (b) the identification and prosecution of participants in fraud abuse.
  • Draft legislation, regulations, or directives recommended by the Inspector General. Subsequent to review of such current or proposed legislation, regulations or guidelines, ensure that IG Staff performs adequately in accordance with changes.
  • Assist the Inspector General in developing legal strategies, and interprets the IG Act and the Inspector General provisions of Title 44 for use in sensitive and complex investigations.
  • Conducts extensive independent legal research and analysis into the most complex and difficult questions of criminal, civil, and administrative law and procedures.

Qualifications

To qualify for the Attorney-Advisor (General), PG -0905-15, you must meet the following requirements:

Basic Requirements:

Applicant must be an active member in good standing of the bar of a U.S. State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico, and be a graduate of a law school accredited by the American Bar Association; and possess a professional law degree (LL.B. or JD); or a second professional law degree (LL.M.)
AND

In addition to meeting the Basic Requirements above, you must possess at least four years of professional legal experience relevant to the duties of the position following law school graduation.

Possess the following:

Specialized Experience:
Specialized experience is defined as: Performing professional work at a PG/GS level 14 or higher, as a licensed attorney providing advice in an Office of the Inspector General or a federal or other government agency, or in a law firm, or private sector organization with an annual operating budget of at least $25 million. Candidate must have four (4) years of specialized experience as described above following law school graduation.
Note: Law Clerk experience is not qualifying for the experience requirements above. Experience must be as a licensed attorney in order to be creditable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(10/01/2021) to be considered.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability, Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the offer, if the candidate is unable to obtain an interim clearance.

GPO Telework Program: The official worksite for the selectee is the duty station identified in this vacancy announcement. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. Please note, effective September 7, 2021 GPO will move to the GPOSAFE Step 3 which is our permanent operating status. GPO supports the use of telework and each telework arrangement is unique depending on the needs of the position, supervisor, and employee. This position may be authorized for telework and/or flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. The selectee will have the option of applying for the telework program, with the understanding that they must obtain supervisory approval for participation.
