Summary

The position is located in the Bureau of Overseas Building Operations, Deputy Director for Resource Management, Office of the Executive Director, Information Resource Management Division, Network Operations Management Branch (OBO/RM/EX/IRM/NOMB). The Division formulates plans, architecture, strategies, budgets, policies, procedures and standards, and provides program management to ensure success in information technology (IT) Initiatives throughout OBO.

Responsibilities

  • Serves as a senior project manager for managing all aspects of major Bureau or Department-level IT hardware and network development projects.
  • Manage projects involving assessment, deployment, and subsequent utilization of hardware and applications-based solutions, and providing expert technical and programmatic advice on the major projects assigned.
  • Exercises technical and programmatic responsibility for project oversight, planning, risk management, quality control and assurance, and financial management.
  • Provides authoritative advice and guidance to management, users, and federal and contractor IT professionals on the full range of project management issues.
  • Provides cutting-edge, integrated systems and solutions that are compatible with the full spectrum of projects and activities worldwide.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Ability to identify and develop operational support plans and requirements that ensure data processing and operations are fully supported and are integrated within an organization's short and long-term IT missions, goals and objectives.
  • Customer Service - Ability to provide technical expertise necessary to resolve complex IT issues, and coordinate and maximize the overall implementation of the release management process for the organization.
  • Oral Communication - Ability to serve as an expert level consultant on cloud computing and on-promise environments for the purpose of advising and resolving IT problems and issues related to network and computing integration and implementation.
  • Problem Solving - Knowledge and ability to resolve complex release management and IT integration issues that are designed to achieve quality objectives and requirements in the provision of IT cloud computing services (i.e. Microsoft Azure).

  • AND

    Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    - Experience providing technical expertise in resolving IT release management issues.

    - Experience collecting and defining customers' business requirements and researching IT solutions.

    - Experience managing resource constraints and unforeseen problems to sustain IT project schedules and minimize additional costs.

    - Experience developing statements of work and managing contracts to ensure programs are properly maintained and monitored for performance efficiency.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-14 position.

    Qualified candidates are assigned a score between 70 and 100.
