Summary

The position is located in the Office of Data Management Division in the Office of Science and Technology and serves as the Division Chief for the Office of Science and Technology, Data Management Division. Serve as Division Chief, responsible for overseeing and managing the formulation and implementation of new programs and developing new theories, concepts, principles, standards, and methods involving data analytics.

Responsibilities

Senior expert or consultant for the organization, analyze and resolve difficult problems or issues; conduct special studies on data management projects, and make recommendations on new approaches to delivering data analytics services.

Coordinate and seek remedial actions for problematic issues, consult with high level management (Deputy Assistant Director IT) on policy and resource management issues.

Direct the development and manage the enterprise-wide data analytics program strategic plans, long-range business process plans, policy, resource requirements, network and systems architectures, program execution feedback and assessment, and partnering marketing strategies.

Provide direction and leadership in the application of data management to support the mission goals.

Act as a focal point for partnering relationships with organizations inside and outside of ATF.

Advise ATF on data governance and coordinating information management information technology (IM IT) architectures, standards, strategic plans and other matters. Direct project teams to achieve mission goals of ATF.

Review products under development and make recommendations to senior leadership regarding final product approval.

Lead and direct a multi-disciplinary team of skilled professional and technical individuals who support the operations of data analytics.

ATF has law enforcement operations nationwide that require IT and communication systems to be available after hours and on the weekends. This position may entail duties outside of normal working hours.

Qualifications

To qualify for the GS-15 level, you must have IT related experience demonstrating each of the four competencies listed below. Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for 15 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:

Experience in supervision and leadership in order to effectively plan, develop and evaluate programs and personnel based on organizational goals, budget considerations/constraints and staffing needs.

Experience in evaluating IT programs to identify actions for improvement

Experience in applying IT concepts, methods, standards and practices to accomplish goals

Experience working with the federal computer system procurement process; and experience working with vendors.

The GS-15 salary range starts at $144, 128. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
