Job Summary: As the PSO Manager, be responsible for the overall performance of Loudoun Water’s Project Support Office.  The PSO, under leadership from the PSO Manager, will provide leadership, training, and guidance to the project management teams while ensuring that the processes and procedures are executed appropriately and effectively.  The PSO Manager will be responsible for maintaining established project management processes, tools and defined reporting techniques used by the project management teams while continually working with the program stakeholders to identify and implement improvements to support the efficient execution of projects.

Essential Functions:

  • Establish, develop, and lead a Project Support Office (PSO) to become the corporate center of excellence for internal project management and project delivery
  • Define, create, and maintain process improvement tools, methodologies, and metrics to provide a consistent approach in project management
  • Maintain processes and tools to ensure documentation, reports, and plans are relevant, accurate and complete
  • Assist, advise and collaborate with project teams on project management approaches to drive best practices and promote knowledge sharing
  • Continuously improve the PSO function by encouraging process improvements including the implementation and updating of methodologies and best practices
  • Lead and facilitate the corporate change management associated with the creation of a Project Support Office (PSO).
  • Participate in mapping business processes and workflows and facilitate discovery of alternative approaches to improve project delivery efficiencies
  • Facilitate sharing of lessons learned and best practices across programs, building relationships with stakeholders and brokering relationships at all levels
  • Develop and lead training sessions related to project management processes and tools
  • At a department level, monitor and track assigned projects; anticipate and mitigate risks and challenges to ensure projects are completed within scope, budget, and acceptable time frames
  • Guide department staff in the writing and presenting of recommendations to management and the Board
  • Identify departmental opportunities for improvement; implement policies and procedures
  • Work collaboratively with peer managers throughout the organization to plan, coordinate, prioritize, and lead initiatives/activities

Requirements:

  • Understanding of project management, project delivery and PMO/PSO styles of governance
  • Knowledge of business processes as well as organizational financial drivers
  • Ability to collaborate and work through others to achieve goals and project objectives
  • Facilitation, presentation, communication, and problem-solving skills
  • Proven ability to provide regular program status reports at executive-level meetings with key stakeholders and sponsors
  • Ability to effectively interface with all levels of stakeholders and effectively drive decisions with senior leadership
  • Must be able to work well as a team member in a fast-paced environment, prioritize and drive results with limited direction
  • Demonstrated skills in strategic planning, risk mitigation and operational problem solving
  • Demonstrated experience in leading teams of subject matter experts outside one’s area of expertise
  • A Bachelor's degree in Business, Management, Engineering or a related field with demonstrated experience delivering projects within a PMO/PSO structure
  • Experience with management of engineering/utility projects is desirable
  • PMP Certification preferred or be obtained within 1 year of assuming the PSO Manager role
