Position Summary/Purpose of Position: Under general supervision the incumbent oversees purchasing, procurement and logistics support for the HVAC division of Operations and Maintenance, which consists of twelve (12) separate functional units/zones and has $85,000 in Supplies and Materials budgets and approximately $5.7 Million in facilities renewal and project funds. This position manages the request, receipt, disbursement, inventory, storage and/or loan of equipment and supplies purchased, most of which are used in satellite locations throughout campus. The incumbent in this position reviews and processes requests, participates in preparation of bid specification documents and bid evaluations; assists in asset management data entry and inventory maintenance. The incumbent manages the Refrigerant Compliance Management ( RCM ) computerized refrigerant tracking system for the College Park campus. The incumbent is responsible for the biannual exchange, testing, distribution and documentation, of electrical safety gloves. The incumbent in this position will also oversee the proper application of University system and Facilities Management procurement rules and regulations for purchasing within HVAC Systems and will maintain a Visa credit card account. Minimum Qualifications: EDUCATION : Bachelor's degree or High School with an equivalent combination of education and/or experience. EXPERIENCE : Bachelor's degree and a minimum of six (6) years', ten (10) years' without a Bachelor's degree, experience in researching and procuring commercial/residential HVAC /electrical/plumbing tools, supplies, and equipment. KNOWLEDGE , SKILLS , & EXPERIENCE :Incumbent must possess the following knowledge, skills, and abilities: General knowledge of HVAC systems and a wide variety of specialty areas such as fume hoods, pumps, temperature controls, and low-pressure steam repairs. Knowledge of the tools, materials, and equipment used in the HVAC /electrical/plumbing industries. Knowledge of OSHA and MOSH regulations related to the HVAC trade as well as general knowledge of electrical code. Ability to negotiate prices for goods and services with vendors and contractors. Ability to serve as a liaison between skilled tradespersons, management, and other working units of the organization. Ability to use computer keyboard and standard office computer applications; must be proficient in Word, Excel, Power Point, SharePoint and other office applications including Google e-mail and calendaring; ability to operate office equipment ie copier and telephone. Skill in planning work and in organizing and executing multiple assignments under specific time constraints. Attention to detail a must. Ability to understand and interpret University policies and procedures in the areas of finance and purchasing. Ability to communicate effectively orally and in writing. Ability to work independently or as part of a team. Preferences: Experience in the commercial/residential HVAC trade.Universal CFC Certification.Experience in utilizing, work management and procurement systems in a University setting; experience with state government procurement policies and practices. Experience with Kuali and Shell Shop eProcurement systems and FMS /Tririga work management system and knowledge of Refrigerant Compliance Monitoring software.Additional Certifications: Duties may require the incumbent to travel across campus to project sites, meetings, and to make site visits to facilities. Incumbent will be required to walk to various areas of the large multi-use building where the HVAC Administration Office is located. Position is not physically demanding but may be mentally taxing, requiring incumbent to move rapidly and easily from one assignment to another.Incumbent may be required to attend seminars and/or conferences; and may need to walk or drive a vehicle to attend meetings, training, etc. on campus.
