(iBS) is currently seeking a Program Manager/Operations Manager to oversee the Human Resources, security and recruiting practices for our our small, but dynamic Headquarters office. The ideal candidate will be someone that has a diverse skill set in the Intelligence Community and is looking for an opportunity to utilize that experience and contribute to the growth of our organization. Responsibilities and Duties Coordinates all Human Resources training programs, and assigns the authority / responsibility of Human Resources and managers within those programs. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports. Leads the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs. Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce. Formulates and recommends Human Resources policies and objectives for the company on any topic associated with employee relations and employee rights. Develop and implement HR strategies and initiatives aligned with the overall business strategy Bridge management and employee relations by addressing demands, grievances or other issues Manage the recruitment and selection process Support current and future business needs through the development, engagement, motivation and preservation of human capital Develop and monitor overall HR strategies, systems, tactics and procedures across the organization Nurture a positive working environment Ensure legal compliance throughout human resource management Assist in identifying, recruiting and screening of new staff for position. This includes assessing resume, conducting interviews, evaluating applicants and preparing nomination packages for Government clients. Knowledgeable in the use of social media, conventional job boards and other recruiting tools to identify and attract applicants. Executes all activities and reporting to continuously maintain our facilities clearance. Develop, submit and track security packages through US Government agencies for current and new staff requiring clearances up to Top Secret/SCI. Support and track current and new staff through security and counterintelligence interview processes. Ensure compliance with NISPOM, DCIDs, ICDs, JAFAN, Federal security regulations and company security policies and procedures to ensure the efficient operations. Must be knowledgeable and competent to assess and provide accurate security measures and input for bids/ proposals and manage contractual security responsibilities to include flow down to subcontractors encompassing management of DD Form 254s. Act in advisory capacity and support all operations to include other business segments and corporate headquarters. Establish and maintain trusted working relations with regulating authorities, customers, and business partners. Develop and implement effective security training and education, to include initial, refresher and continuing education programs, Operational Security (OPSEC), Insider Threat programs and Foreign Travel programs, Standard Practice Procedures (SPP), and Standard Operating Procedures (SOP) Have experience with the classification management process and classification guides associated with DoD and IC information. Qualifications and Skills Proven working experience as HR manager Competence to build and effectively manage interpersonal relationships at all levels of the company In-depth knowledge of labor law and HR best practices BS/MS degree in Human Resources or related field Extensive knowledge of industrial security administration, contracts, and government databases that include, but are not limited to: Joint Personnel Adjudication System.
