To achieve its mission, ITS America convenes national leaders that represent different facets of the transportation industry to create an environment that fosters innovation; promotes a legislative and regulatory environment that supports investment in and the deployment of intelligent systems; and conducts research, educates stakeholders, and builds awareness of advancements in smart transportation technologies. Position Summary: Reporting to the Chief Operating Officer, the Vice President of Innovative Mobility & Emerging Technology is a senior member of ITS America's Policy team. This position will be responsible for leading all policy development and programmatic efforts within the areas of Mobility on Demand and Emerging Technology to foster an innovative, user-focused approach to transportation that leverages cooperative Intelligent Transportation Systems (ITS), integrated transportation networks and operations, real-time data, emerging technology, and mobility services. This position will lead and oversee the strategy and work of member-led Standing Committees on MOD and Emerging Technology, including partners and consultants, to support ITS America's strategic objectives related to advancing intelligent transportation technologies for a safer, greener, smarter transportation future. The VP will be supported and work alongside the Director of Policy Programs to implement the programmatic work of the committees. Additionally, the Vice President of Innovative Mobility & Emerging Technology will work closely with the Vice President of Public Policy & Legislative Affairs, the Vice President of Public Policy & Regulatory Affairs, the Director of Policy Programs and the ITS America Programs Department senior staff to fulfill the programmatic and policy initiatives of each of the MOD and Emerging Technology Standing Committees. The ideal candidate will be a recognized expert in innovative mobility that will help to promote the advocacy objectives of the Association. Duties: Lead the development of ITS America's strategic framework for innovative mobility and emerging technology policy and programs, via the ITS America member Mobility on Demand and Emerging Technology Standing Committees, and in collaboration with other ITS America Standing Committee leadership. This includes: Tracking local, regional, national and global mobility trends and technology developments; and engaging with current and potential partners for collaboration Editorial guidance and content development for committee publications, white papers, and other materials, as well as responding to technical inquiries Identify legislative and regulatory barriers and opportunities at all governmental levels, (in particular, local and state) to support ITS America's strategic focus Maintain and expand ITS America's national role and presence in the areas of Mobility on Demand, Mobility as a Service, and Emerging Technology. Maintain existing relationships with global partners on MOD and Mobility as a Service (MaaS). Oversee and manage the Director of Policy Programs and lead Standing Committee programmatic work, including: Policy Development Recommend policy development roadmaps, including areas of MOD, emerging technology and proposed policy frameworks Analyze federal, state, and local legislation, policy, and rulemaking Support ITS America's participation in congressional hearings and committee discussions as a subject matter expert and providing organizational insight Member and Partner Program Development Create a framework for the private and public sector to engage and address common challenges, potential solutions, and best practices Establish in-person and virtual forums for ITS America Standing Committee members to discuss challenges and opportunities surrounding critical MOD and emerging technology issues Conceive and prepare open-door workshops and convene closed-door discussions as necessary Thought Leadership and Research Guide the development of ITS focused research on MOD and emerging technologies Identify partnerships and programs to advance standards/metrics, benchmarking and analysis of key topics within MOD and emerging technology Network Building and Public Education Develop forums to disseminate and exchange information, innovations and programs from the ITS industry, including: The creation of of annual/regular workshops and educational initiatives The development and implementation of a formal awards program for innovative ITS deployments Develop sessions for all ITS America conferences Create, coordinate, and expand collaborative activities with partner organizations, public transportation agencies, and industry groups and associations Identify potential grants or funding partners to support programmatic activities, including grant-writing and budgeting Qualifications, Knowledge and Skill Requirements: Bachelor's degree required, plus 8+ years of transportation leadership experience Background in transportation, in particular local and regional transit programs, urban planning and mobility, innovation and emerging technologies is preferred. 8+ years of project management experience preferred Highly collaborative style; experience with working alongside teams and developing and implementing communications strategies Must be a self-starter, with a proven ability to work independently, and manage budgets and time Demonstrated ability to initiate and manage multiple projects of various sizes and associated deliverables Excellent written and verbal communication skills, including editing, and the ability to present information in a clear and compelling manner Ability to effectively engage with clients and maintain strong relationships Excellent public speaking and presentation skills Excellent organizational and interpersonal skills with the ability to multi-task Experience writing proposals and grants; pitching and securing contracts a plus Proficiency in Microsoft Office is required (Microsoft Word, Excel, PowerPoint, Project) Travel Requirements: Overnight, non-local travel ~ 30% of the time Physical Demands: Tasks involve some physical effort, including light to moderate standing and walking, frequent light lifting (up to 15lb.), and minimal dexterity in the use of fingers, limbs, or body in the operation of routine office equipment. Tasks may involve extended periods of time at a computer to perform majority of the work. Extended period of sitting at a workstation or desk. Manual dexterity to work efficiently on computer keyboard for data entry and use other electronics and equipment routinely found in a professional office setting. Traveling out of the office for meetings with clients and members, both current and prospective. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and vehicles.
