The Manager, Procurement Data & Technology is responsible for managing the data, functionality, technology business systems and infrastructure that support the Office of Procurement and Materials (PRMT). The incumbent will serve as the functional subject matter expert in ERP technology, supporting lifecycle procurement activities in PeopleSoft Financials (i.e. e-Procurement, Procurement Life Cycle Management, Purchasing, Inventory, E-Supplier, etc.). The incumbent will supervise and lead a team of functional business and data analysts who will be responsible for the alignment of business goals and initiatives that are specifically related to the implementation and maintenance of the current ERP system and organization.

MINIMUM QUALIFICATIONS

Education
  • A Bachelor's degree in Computer Science, Information Technology, Management Information System (IT/MIS), Business Administration or a related field.
    • In lieu of education four (4) additional years of experience may be considered if candidate can demonstrate progressively responsible experience in enterprise resource systems and technical skills.

Experience
  • Four (4) years of experience supporting Enterprise Resource Program applications with specific expertise in procurement and contract management, third party procurement and sourcing technology solutions.

Certification/Licensure
  • None required

Preferred

Education
  • Master's degree from an accredited college or university in Computer Science, Information Technology and/or Management Information System (IT/MIS) or a related field.

Experience
  • Prior team leadership or management experience preferred

SUMMARY

The Manager, Procurement Data & Technology is responsible for managing the E-Technology business systems and processes that support the Office of Procurement and Materials (PRMT). The incumbent is the functional subject matter expert in ERP technology, supporting lifecycle procurement activities in PeopleSoft Financials (i.e. E-Procurement, Procurement Life Cycle Management, Inventory, E-Supplier, etc.). The incumbent supervises and leads a team of functional business analysts.

ESSENTIAL FUNCTIONS
  • Manages PeopleSoft Financials (PSFIN) applications (i.e. E-Procurement, Purchasing, Supplier Contract Management, Strategic Sourcing, etc.). Provides functional support to internal and external system end-users Authority -wide.
  • Identifies and evaluates PSFIN applications and business processes for improvement and enhancements.
  • Performs extensive troubleshooting of ERP system problems, researches the causes and identifies systemic problems requiring software changes or new software.
  • Represents the department on teams and committees that impact various PSFIN applications. Coordinates corrective actions through Information Technology (IT) channels.
  • Manages the development and delivery of PSFIN training to various end-users Authority-wide.
  • Reinforces compliance with all procurement policies and processes, data standards and system usage.
  • Conducts periodic data audits to ensure the system and end-users are in compliance.
  • Conducts routine assessments of PSFIN business processes and provide written details to PRMT management. Gathers and analyzes data, compiling routine and/or ad hoc reports for PRMT management.
  • Leads and supervises a team responsible for providing functional support, data processing, and/or systems design configuration to meet department strategic goals. Reviews and manages workload. Prepares performance plans and conducts performance evaluations.
