This position is located in the Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at the Salem VA Medical Center (VAMC). The Budget Technician's primary duties are: projecting and obligating funds; determining cost data to project future cost impact and make adjustments to fund requests.

Incumbent processes standard and onetime budgetary transactions for a variety of unrelated appropriated fund and reimbursable accounts: i.e., labor, transportation, equipment, supplies, etc. Compares funding documents with account balances to assure funds are available to cover transactions. Reviews funding documents, such as purchase orders for equipment and supplies, public vouchers, etc., to assure account codes and dollar amounts are correct in compliance with government procedures and regulations. The incumbent certifies availability of funds. Resolves problems encountered during processing of transactions. Adjusts account balances to reflect effects of budgetary transactions (i.e., obligations, expenditures, transfers, and reimbursements). Incumbent recommends alternative means of obtaining and/or using available funds, such as transfer of funds.

Incumbent serves as a source of budgetary information for a variety of appropriated fund and reimbursable budget accounts to include employee salaries, benefits, overtime, awards, travel, transportation, materials, equipment, ADP, contracts, and related mission and administrative expenses. The incumbent provides historical data and guidance to directors, division chiefs, and program managers in preparation of short­ term budget estimates. Incumbent advises personnel of procedures, forms, and documentation required to support budget estimates and requests. Monitors and tracks commitments, obligations, and expenditures for assigned budget accounts. The incumbent verifies that obligations and expenditures occur on a timely basis in accordance with regulatory controls and guidelines. Incumbent recommends corrective action on variations in excess of programmed amounts. Recommends transfer of funds between operating programs to accommodate changing requirements.

Incumbent prepares comprehensive budget reports showing current status of funds in appropriated and reimbursable accounts managed. Extracts, compiles, and summarizes information from various financial records (accounts receivable, yearly cost reports, daily listings, status of commitments and undelivered orders) in order to monitor funds expenditure. He/she prepares current and historical budget information for use by budget analysts in detecting trends and monitoring rates of expenditures. Incumbent consolidates numerical and financial information from a variety of reports, worksheets, and accounting and procurement documents.

Incumbent maintains informal accounting records of the operating budget on expenditures by elements of cost and by directorate. Establishes and maintains control records for the receipt and distribution of budgetary documents and all required reports. The incumbent examines requests for funds to ensure that accounting data, necessary approvals, and correct budgetary procedures have been followed.

Incumbent prepares a variety of funding documents transferring funds to other organizations at the installation, other VA offices, and non-VA agencies. Processes and records transactions to assure obligations are correct and charged to the appropriate element of expense and budgetary account. Performs research to determine causes for any discrepancies and determines and initiates appropriate corrective actions.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:

Specialized Experience: Must have at least one year of specialized experience at the GS-06 grade level or higher or equivalent in other pay plans which include broad knowledge of agency procedures and processes covering a wide range of budgetary transactions involving two or more appropriations with different guidelines or a comparable mix of appropriated funds and/or revolving fund accounts to process and extract budgetary data from a variety of forms, documents, and reports. The knowledge is also applied to resolve problems such as balancing accounts, adjusting discrepancies, developing control records, verifying the accuracy of budgetary data, transferring funds between accounts and object classes among different appropriations, and to prepare reports on status of funds, supplementary guidance concerning the form of budget estimates submitted, as well as recurring or special budget reports.

Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
