Our employees are not only part of history, they're making history.The Program Subcontract Manager (PSM) is responsible for major subcontractors and/or major subcontracted systems. The PSM directs and manages all cost, schedule and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. Acts as the main focal point to the subcontractor; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office. The PSM is responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability. The PSM makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications. The PSM will be the Supplier Management Team (SMT) lead for the planning, procurement and execution of key strategic subcontract suppliers. This particular position is located in Annapolis, MD.The position supports a restricted program and will oversee execution of 2 associate contractors in Ohio and N. Carolina as well as a strategic IWO in Northern California. TS/SCI with current poly and CIBI required. Will consider applicants interested in both part-time (50%) and full-time positions. Responsibilities / Accountabilities (as the SMT lead): -Leads team composed of engineers, quality and procurement personnel - Defines scope requirements for each product or service to be procured and ensures alignment of content and supplier capabilitiesDefines and manages cost and schedule targets to achieve program and business objectivesPerforms as the total integrated product team (IPT) lead for key subcontract suppliers and the associated subcontractor procurementsDetermines the risk basis and value for the procured products and manages mitigation plansCoordinates/leads all supplier design, manufacturing, and program reviews, including the necessary levels of NGMS participationFunctions as supplier Change Board interface for all anticipated, proposed, and released changesEnsures supplier compliance with all elements of the SOW and subcontract - Ensures recovery plans are put in place for any / all erosion to schedule milestonesEnsures accurate Estimates at Complete (EACs) and material receipt forecastsLeads solicitations for proposals, review of proposals, and supports supplier negotiationsBasic Qualifications: -Bachelor's degree and a minimum of 9+ years of experience (7+ years with a Masters degree) in supply chain/ procurement, program management, or engineering3+ years of experience as a team lead and/or management of peopleProficiency in MS Office SuiteExperience performing monthly earned value and risk and opportunity management for assigned programs -Demonstrated success in managing projects to cost, performance, and schedule requirements -Ability to create and maintain trusted relationships with internal and external customers -Demonstrated success in leading and developing cross functional teams -Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributorsWillingness to travelActive TS/SCI, in scope poly and CI Background Investigation to start or to be consideredPreferred Qualifications:Demonstrated experience in major subcontract or managementDemonstrated understanding of specifications, drawings & supplier statements of work (SOW)Demonstrated experience managing technical specifications, drawings and manufacturing process instructionsExcellent communication skills and the ability to develop successful relationshipsProficiency in the use of SAPMasters Degree in a Business or Technical fieldSalary Range: $121,968.00 - $182,952.00Employees may be eligible for a discretionary bonus in addition to base pay . Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
