Senior Manager, Research and EvaluationAtlas Research is seeking a Senior Manager with experience working with Federal agencies as a leader in designing, implementing, monitoring, and evaluating alternative models of care and payment. The ideal candidate will have experience as a Program Manager working with federal healthcare clients as a leader of multi-disciplinary project teams implementing high visibility Federal pilot programs and initiatives related to cost and quality. Experience motivating a team and proactively recommending optimal next steps, tools, and stakeholder engagement to drive initiatives through the pilot lifecycle will equip the individual for success in the role.ScopeAtlas Research is seeking an experienced Health Services Research Consultant adept at managing large programs focused on Innovation within the Federal Health Sector. The Senior Manager will work with the Atlas Team and federal healthcare clients to develop integrated program plans, and execute on delivery of programs that span capability areas. The Senior Manager will provide delivery leadership, client relationship management and financial management expertise to the team. The Senior Manager will work with partner firms to ensure that capabilities of partners are effectively integrated into delivery teams, and that all partners and subcontractors deliver quality work products to meet contract objectives. The Senior Manager will coordinate the planning and production of all contract support activities and hold responsibility for staffing, project planning, and staff direction and oversight. The Senior Manager will maintain and manage the client interface at the Program Manager and Contractor Officer Representative levels of the client organization and serve a leader within the Service Line for ensuring exceptional contract performance.Essential Duties And ResponsibilitiesThe Senior Manager responsibilities include but are not limited to:Working with clients to develop a strategy and roadmap for an innovative care or payment models/programsSupporting the client in developing operational models to execute on the program visionAnticipating client/project needs and developing alternative solutionsManaging staffing and project financialsDeveloping, maintaining, and managing senior client relationshipsManaging delivery quality for cross functional delivery teamsCollaborating with subject matter experts to develop performance measures, communications, content, and training in support of project implementationWorking with clients to review and develop guidance and policies that will facilitate understanding, adoption, and implementation of new processesDesigning data collection requirements and analyzing data using SAS, SQL, R, Python, or PowerBI to produce monthly/quarterly/annual pilot program reportsEffectively reporting risk, collaborating with stakeholders to ensure the appropriate communication occurs and that plans are adjusted to reflect necessary fluctuations in goals and requirements as business needs changeCollecting, managing, and analyzing quantitative and qualitative dataLeading development of reports, briefs, and publicationsBuilding and maintaining strong relationships with clientsSupporting business development efforts and other corporate strategic effortsMinimum QualificationsMaster's Degree in Economics, Public Health, Health Administration, or Public PolicyDemonstrated experience as a Culture Builder, Team Builder and Leader10+ years of professional experience (experience in health care, government service, project management, or consulting preferred)Experience and knowledge of consulting methodologies such as quality assurance, process improvement, change management, project management, and Lean Six SigmaDetail oriented with the ability to multi-task across multiple areasProven leadership skills demonstrating strong judgement, problem-solving and decision-making abilitiesExperience conducting quantitative analysis, qualitative analysis, and mixed-methods researchExperience using analytic software (eg, SPSS, SAS, R, NVivo) preferredStrong customer relationship management skillsAdvanced proficiency with MS Word, Excel, and PowerPointExcellent communication skills and professional writing skillsAbility to obtain a US Security Public Trust ClearancePreferred QualificationsExperience managing the development of at least one complex care and payment model design or implementationExperience planning and facilitating large client meetings with clinically focused leadership teamsExperience in VA consultingProject Management Professional Certification or Lean Six Sigma Green BeltPowered by JazzHRIzFCrnPskh
