Job DescriptionPosition Responsibilities:Join a dynamic and fast-paced Cybersecurity, Training and Services Sub-product line and support the CTS Resource Manager to improve CTS retention, hiring, developing, and deploying model, ultimately optimizing the employee experience! This Sub-product line RM needs to be a critical thinker who has demonstrated the ability to be a change agent that can energize organizations to achieve beyond expectations. This position reports to the CTS Sub Product Line leader and dotted line into the CTS Resource Manager.The Sub-product line Resource Manager will drive the end-to-end integration of workforce performance to include retention, hiring, developing, and deploymentRetentionEnable and develop methods for employee rotationsWork with supervisors to reduce attrition rates across the business, with a major focus on 0-5 years of service employees, driving a culture of long-term stickinessEquip supervisors / front line leaders with tools to optimize their employees career developmentHiringUnderstand and leverage technical / talent road maps aligned to the CTS business strategy, understanding the talent market and customer demandRecommend make (develop), buy (hire / M&A) and borrow (reach across RIS) strategiesDevelop and maintain staffing plans against immediate and forecasted needsUnderstand the impacts and mitigation while collaborating with accountable functions to ensure they address identified risk and opportunities Optimize hiring processes and drive improvements in cycle timeEscalation POC for hiring managersEnsure timely response on resume review, interview evals, timely hiring decisionsIdentify and implement key performance indicators that will be used to drive program success by measuring effectiveness of the entire staffing process (capture, translation of requirement, identification of need, fulfillment regardless of source and location) to optimize utilization and sustain program staffing levelsIncorporate Clearance process/timeline, rates & factors, program funding, retention in Sub-product line program execution effortsDeliver time-phased hiring goals by location, by skill, by clearance-levelEstablish and deploy hiring measurements to include Hiring Manager review to Interview, Interview to Offer, and Acceptance RateEnsure open requisitions are accurate and aligned to demandAssert hiring decision authority as neededSourcing:Identify and attract talent through both active and passive sourcingEstablish tailored initiatives and collaborate with delivery team, building and maintaining a qualified pipeline of candidatesDevelop initiatives to broaden sourcing landscape based on diversity and skillset requirementsTake active role in posting TA and Comms marketing on social mediaOptimize the onboarding process to ensure positive candidate experienceDevelopingEnsure all supervisors are approving a documented development plan for each employee based on the CTS Tech / Talent Road MapEnsure talent roadmaps include critical skillsIdentify impactful training and development opportunities that strengthen the business and are attractive to employees Build and maintain a skills databaseDeployingCanvass, identify and educate supervisors on the RTX development offerings and tools while determining alignment with CTS talent needsEnable supervisors to construct time-phased development pathways for employeesThis will require a high-level understanding and collaboration to drive productivity, consistency, and implementation of best practices. This Sub-product line RM will also ensure that the functions have the right key indicators (inputs) they need to manage their areas of responsibility and ensure that measures and outcomes are tracked/reported are sufficient to enable program execution.Required skills and experiences:10 years of professional related working experience, with demonstrated experience leading geographically dispersed, cross functional, matrixed teamsPrevious P&L or IPT leadership with track record of strong execution (AOP met/exceeded, strong EV, CPAR ratings) and strong performance with achieving program staffing levels and efficient resource management (with partnership from HR, Engineering, Supply Chain, and other functions)Strong communication skills and experience presenting forecasts, trends and recommendations to leadership and teams; ability to effectively communicate with and influence all levels (authority without direct ownership) and customersStrong influence and conflict management capabilities to build consensus around a common purpose and deliver the collaborative solutions that the matrix requiresProven in leading successful teams (can be growth, turnaround, execution)Thorough understanding and implementation of program leadership best practices and processes; prior experience with business and project management tools and processes (eg, IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasting, R6s)Ability to work with teams to understand requirements and drive an aligned solutionCritical thinker who has demonstrated the ability to be a change agent that can energize organizations to achieve beyond expectationsAbility to work effectively and efficiently in a fast-paced, dynamic environment with a sense of urgency while maintaining alignmentAbility and willingness to travelEducation:Bachelors degree from accredited university or college with a major in business, science, mathematics, or Engineering (or equivalent experience)Clearance:Current TS/SCI ClearanceBusiness Unit ProfileRaytheon Intelligence & Space delivers the disruptive technologies our customers need to succeed in any domain, against any challenge.
