Responsibilities

As Budget Analyst in the Office of the Chief Financial Officer (OCFO), Office of Planning and Budget (OPB), Budget Formulation and Performance Division, you will be responsible for planning, organizing, and carrying out a major, substantive budget for a significant program component, ensuring the effective integration of program and budget planning. Typical duties include:

  • Analyzing, combining, and consolidating the budget estimates into a budget document that reflects the balanced funding needs of the agency while considering multi-year impacts.
  • Serving as an expert source of technical budget information for internal and external customers and guidance on budgetary requirements to upper levels of Agency management; serving as an authoritative source of advice on formulation of budget estimates and guidance; providing priority guidance on the ability of the agency to fund new programs at the business line level and strategic goal level by analyzing the amount of fees collected to the requested amount of budgetary requirements.
  • Performing a wide variety of administrative and analytical duties connected with the execution of the budgets for an agency or major component(s) of an agency; providing advice to top management on the Federal budget process.
  • Providing analysis of the potential impacts of budget decisions on national economic, social, and political objectives; providing authoritative interpretations of Congressional legislation and OMB policies and precedents; adjusting long range planning efforts to reflect outcomes from both the budget execution and formulation processes.
  • Reviewing, approving, disapproving, and recommending the amount and timing of allotments of funds to agency components and programs; developing proposed appropriation language in support of new or revised program and budgetary requirements.
  • Formulating and monitors the execution of long-range (5 years) detailed budget forecasts and plans to fund the implementation of substantive agency programs and projects.

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

The physical worksite for this position is located in Alexandria, VA. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:
  • Experience assisting with the formulation of budget estimates for multi-year programs in an agency or company with an operating budget of at least one billion dollars.
  • Experience drafting or analyzing budget justification documentation, e.g. staffing models or funding requests.
  • Experience compiling multi-year financial projections for including comparison of cost and revenue and detailed financial estimates and synthesizing data into graphs, charts, and reports).
  • Experience using budget allocation methodologies, (e.g. split allocations, activity based costing and/ or revenue information).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.

A high degree of skill in analysis and comparison of program content, cost benefit, and political viability of alternative budget and program actions.

KSA 4 - Ability to improve processes and procedures related to budget formulation.
