Summary

As an IT Specialist (INFOSEC), you assist in leading efforts within the agency to plan, develop and maintain a GSA wide IT security program.

Location of position: GSA IT/ISSO Support Division (IST) provides ISSO and ISSM support services to all Staff Offices and Services systems.

The IST is responsible for providing support services to all Staff Offices and Services systems.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Responsibilities

  • The incumbent is responsible for assisting in leading efforts within the agency to plan, develop and maintain a GSA wide IT security program in accordance with the Federal Information Security Management Act (FISMA) that establishes appropriate controls to ensure the protection of GSA's IT assets.
  • The incumbent will be involved in finding technical solutions and providing technical guidance in IT security implementation.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
  • The incumbent will interface with personnel at external government agencies, private sector firms, GSA information systems security officers, information systems security managers, technical personnel, project managers, as well as general employees.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $108,885 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. IT SPECIALIST COMPETENCY REQUIREMENTS:
  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates state of the art technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.


SPECIALIZED EXPERIENCE:

In addition to the IT Specialist Competency Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience in applying IT systems project management methodologies to plan, develop and maintain an organization's IT security program.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:
  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of information technology systems security concepts and principles and awareness of emerging technologies and their applications to information assurance processes
  • Knowledge of policy and planning concepts and practices, project management methodologies, and advanced applications tools and technologies to work with clients to develop long range plans for information assurance
  • Skill in applying a wide range of qualitative and quantitative methods for the assessment and improvement of management systems and program effectiveness
  • Ability to establish and maintain productive contacts with agency clients to present sensitive recommendations concerning information assurance products and services, understand client needs and capabilities, and explain complex technical requirements
    • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified [If the use of 4 categories is justified, adjust verbiage].

    Required Documents
