This position is located in the Department of Labor (DOL), Office of Labor-Management Standards (OLMS). The mission of the division is to develop policy guidance and administer OLMS regulatory activities for the Labor-Management Reporting and Disclosure Act of 1959, as amended (LMRDA) and related statues.

As a Policy and Law Advisor you will perform the following duties:
  • Develop policy recommendations based on such studies for consideration by the Division Chief and other key program officials.
  • Develop draft regulations implementing provisions of the LMRDA and related laws administered by OLMS and interpretative bulletins that set forth agency interpretations of those laws.
  • Develop and revise, as necessary, financial and other reporting forms and accompanying instructions authorized or required under the LMRDA and related laws.
  • Conduct studies and perform extensive and intensive research and analysis of relevant issues.
  • Develop and update material for the LMRDA Interpretative Manual, which incorporates precedential court and agency rulings on interpretations and applications of the LMRDA and other policy manuals including the LMRDA Embezzlement Court Decisions Guide. Reviews proposed legislation and makes recommendations on its impact on OLMS operations.
  • Reviews and provides comments on dismissed complaints made under the Civil Service Reform Act (CSRA) Standards of Conduct Regulations that apply to Federal sector labor unions and LMRDA Section 401(h) officer removal cases.
  • Provides advice and guidance to agency staff and others in regard to issues concerning the administration of the Labor-Management Reporting and Disclosure Act (LMRDA) and related laws.
  • Reviews legal briefs in LMRDA civil cases and labor-related litigation and advises the Division Chief concerning the formulation and implication of legal and policy arguments.

For the GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experience is defined as experience in analyzing and interpreting statutes, regulations, and other related laws; researching legal and policy questions that is related to the Labor-Management Reporting and Disclosure Act of 1959 and drafting corresponding reports and studies.

Research: Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives solutions; make recommendations.

Legal, Government, and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.

Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.
