Summary

This position is located in the Human Resources Management Division, Office of the Executive Director, Bureau of Diplomatic Security. The Human Resource Management Division (DS/EX/HRM) coordinates Human Resource Management services for the Bureau, including position classification, recruitment and appointment, assignments, reassignments and transfers, equal employment opportunity, career development counseling, training, employee services, awards, reporting, and special projects.

Responsibilities

  • Advises management on recruitment strategies to best attract, hire and retain a skilled, diverse and motivated workforce including available flexible hiring authorities, and sources and special programs.
  • Conducts and/ or advises hiring officials on the development of job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques.
  • Tracks the progress of recruitment actions by using HR systems in a timely manner as prescribed by the agency standard operating procedures.
  • Maintains liaison with the Department's central HR offices on HR functions within the scope of the work duties by providing statistics, back ground information, justifications, and other related data as required.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience utilizing federal human resources regulations, policies, and standards to apply and interpret guidelines in coordinating recruitment activities;
  • Experience utilizing recruitment principles, concepts, and methods to provide advice and assistance in the coordination of a variety of activities designed to recruit a high quality Civil Service workforce; and
  • Experience interacting effectively with individuals at all levels in order to establish and maintain productive relations with managers, employees, and applicants, in order to plan and coordinate activities.

  • There is no substitute of education for specialized experience for the GS-12 position.

    Qualified candidates are assigned a score between 70 and 100.
