The United States Agency for International Development Office of Inspector General (USAID OIG) is seeking a highly qualified applicant to fill a Contract Specialist position located in the Office of Management (M), Administrative and Overseas Operations Division (AOO), Contracting Team in Washington, D.C.

As a Contract Specialist for the Administrative and Overseas Operations (AOO) division, you will:
  • Perform pre-award, including issuing solicitation, evaluation and negotiation, post-award and contract closeout.
  • Administer contracts by assuring compliance with the terms and conditions of contracts, including solving problems.
  • Manage assigned contracts to ensure timely receipt of all contractual data specified.
  • Develop acquisition plans/strategies and contractual correspondence.
  • Knowledge of the FAR and contracting principles and procedures using Simplified Acquisition and Federal Supply Schedule.
  • Provide excellent customer service in contracting and procurement by resolving complex contracting issues.
  • Create innovative solutions for customers and working well with customers from all OIG components

Travel Required

Occasional travel - 25% or less - Occasional travel will be required; incumbent must be willing and able to travel both domestically and internationally.

Applicants currently holding a DAWIA/FAC-C Level II certification are considered to have met all mandatory acquisition training requirements for this announcement. You MUST submit your certification with your application package in order to be considered for the position.

Basic Education Requirement: Contracting Series, 1102 (

A. A 4-year course of study leading to a bachelor's degree with a major in any field;


B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

To qualify for the GS-11: Applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09). Specialized experience is defined as: (1) applying a thorough knowledge of federal statutes, the Federal Acquisition Regulation (FAR), directives applicable to acquisition, experience administering contracts with complex requirements, and (2) negotiating and applying cost and price analysis techniques and/or performing risk management techniques and establishing a plan for monitoring contract performance.

GS-11 applicants may also qualify based on education: The experience requirements for the GS-11 level may be met by successful completion of three (3) full academic years of progressively higher level graduate education in an accredited college or university, in one or a combination of the following fields: accounting, business finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, OR Ph.D. or equivalent doctoral degree a year of full-time graduate education is considered to be the number of credit hours which the school attended has determined to represent one (1) year of full-time study. If that information is not available. 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement.

To qualify for the GS-12: Applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-11. Specialized experience is defined as: (1) contract administration performing negotiations, monitoring contractors for progress and non-compliance with contract terms and conditions and (2) experience performing both contract receipt and contract closeout.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements by the closing date of the announcement.
