This position serves as a Supervisory Education Program Specialist in the Division of Academic and Technical Education, Office of Career, Technical, and Adult Education, United States Department of Education. The position performs professional work for an educationally related program (or group of programs) directed towards improving American education.

As a Supervisory Education Program Specialist, GS-1720-15, you will be responsible for:

• Serving as the principal advisor to the Director for the Division of Academic and Technical Education (DATE) on all matters related to secondary and postsecondary career and technical education programs pursuant to the Strengthening Career and Technical Education for the 21st Century Act (Perkins) and any related Federal statutes, regulations, or policies.

• Assuming responsibility for all operational matters within the Division. Developing and overseeing the execution of annual salaries and expenses (S&E) budgets, national activities spending plans, and acquisition plans for the Division consistent with Administration priorities, legislative regulations, and federal procurement guidelines. Assuming responsibility for portions of the Department's strategic plan assigned to the Division that impact career and technical education programs.

• Managing human resource development for the Division. Handling workforce and succession planning and, in collaboration with subordinate managers, overseeing professional development and training for existing staff, and the recruitment and mentoring of new staff.

• Providing leadership and oversight for all communication matters within the Division. Reviewing and approving all control mail correspondence and articles for external and internal publications.

• Overseeing the management and updates of the Perkins Collaborative Resource Network (PCRN) and Perkins portions of the ed.gov websites.

• Building and maintaining liaison to the major national career and technical education student organizations, including serving as an official liaison to any organization's Board of Directors (as requested by the organizations), in support of high-quality career and technical education programs.

Specialized Experience for the GS-15

One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing (2)out of (3) of the following duties or work assignments:

1. Experience implementing federal procurement policies and procedures.

2. Experience implementing human resource policies and procedures.

3. Experience serving on teams comprising staff of other Department offices, Federal agencies, and national associations or organizations.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of and experience administering Federal education statutes, regulations, or policies pertaining directly to or related to career and technical education.

2. Knowledge of and experiencing implementing Administration priorities, legislative regulations, and Federal procurement guidelines.

3. Knowledge of and experience implementing Departmental processes for human resource development, including hiring, training, and mentoring staff.

4. Skill in reviewing, editing, and approving external and internal communication documents.

5. Skill in leading internal staff and external stakeholders in projects and initiatives.

Education

Applicants must meet the basic requirements listed below in addition to specialized experience requirements for GS-15.

Basic Requirements:

  • Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
    or
  • Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
    or
  • Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
    or
  • At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

    Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

    Bargaining Unit: This position is not included in the bargaining unit.

    We use a multi-step process to review and evaluate applicants:

    1. Eligibility and Minimum Qualifications
