Purpose of the position: Provides operational, technical and administrative audiovisual production capability in support of the Defense Acquisition University (DAU) mission.

  • Requires the ability to plan, organize, and direct the work of writers, editors, actors/performers, narrators, designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production.
  • Responsible for the overall management of video production and support for all conferences, symposiums, and ceremonies requiring such services.
  • Performs as the Producer responsible for consulting with clients to discuss the general concept, objective, and target audience of professionally recorded and edited videos including appropriate use of production services to achieve the customers' stated objective; communicates with customers throughout design, development, and execution of support to ensure outcomes meet or exceed customer expectations.
  • Performs as the Director responsible for production values and aesthetic quality of production. Works with client to translate a script into the various audio and visual elements to achieve desired outcome. May perform preliminary editing to produce rough version for client prior to final editing.
  • Leads a team that collaborates with customers in taking a video from concept to a fully produced end-product, including pre-planning meetings and storyboarding of proposed videos.
  • Responsible for the administration, technical details, and execution of large scale live events for in-person and virtual audiences held in an auditorium environment.
  • Assigned as a Contracting Officer's Representative (COR) for contracted audio, video, streaming, and recording activities.
  • Provides expertise and guidance on multi-camera setups, lighting, sound recording, Chroma Key, motion graphics and video editing
  • Manages the data storage for all B-Roll, clips, audio recordings, and completed videos on local drive arrays, as well as the uploading and maintenance of completed videos on the DAU media streaming server. This includes record keeping of all files on shared drive locations.
  • Serves as the video service lead of production equipment which includes continuous research into production technology trends resulting in recommendations for equipment upgrades and replacement purchases.
  • Responsible for the inventory control and tracking of all Production related equipment, to include editing computers, camera systems, lighting gear, microphones, and other related production equipment.
  • Responsible for the upkeep and testing of all production locations, including studio locations.
  • Alternate contact for inventory control of all Video Services equipment to include bench stock, tools and equipment, and installed A/V equipment throughout all DAU locations nationwide.
  • Alternate contact for the creation of purchase orders for new equipment orders, bench stock replenishment, and all other Video Services purchases.
  • Performs other duties as assigned.

General Experience: You must have at least 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4,that demonstrates the skills and creativity needed to use the tools or equipment associated Audiovisual Production work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled. To be qualifying, the work must have provided a general knowledge of the fields of radio, movie, television, and/or audio-visual communication.

You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in the ability to setup and operate a professional studio camera system including lighting for a subject or multiple subjects for a studio production, operating a studio teleprompter, video master control switchers, multi-channel control board, remote multi-camera control systems, live presentation control systems in support of live presentations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • KSA #1: Operating a professional studio camera system including lighting for a subject or multiple subjects for a studio production.
  • KSA #2: Operating a studio teleprompter, video master control switchers, multi-channel control board, remote multi-camera control systems, live presentation control systems in support of live presentations.

  • If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified.
  • Quality Ranking Factor (QRF) #1: Experience with filming and editing 4K video and content distribution and MS Chroma Key is highly desirable.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


    Education Requirements [Series 1071]: Undergraduate and Graduate Education: Major study in photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. An equivalent combination of successfully completed, qualifying education and specialized experience may be used to meet total experience requirements. Education in excess of a post-high school education may be used to qualify applicants for the NH-02 level.

    Education Substitution: The successful completion of a 4-year course study leading to a bachelor's degree. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.


    Combination of Experience and Education: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements.
