Responsibilities

The Office of Chief Counsel's mission is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and employs the highest quality legal advice and representation for the Internal Revenue Service.

The Office of Associate Chief Counsel, General Legal Services employs approximately 65 attorneys, nationwide. It is headed by the Associate Chief Counsel, GLS, who oversees both field and National Office components. GLS represents the IRS and the Office of Chief Counsel in non-tax administrative litigation including government contracts, personnel, labor-management relations, and other administrative law issues. This announcement is for one vacancy in the Public Contract and Technology Law Branch handling government contracts.

Attorneys with GLS, Public Contract and Technology Law Branch (PCTL) are principally responsible for advising IRS and Department of Treasury clients on all aspects of Federal Government procurement, contracts, and technology matters, including the handling of litigation matters before the Government Accountability Office (GAO) and the Civilian Board of Contract Appeals (CBCA).

The following are the duties of this position at the GS-14. If you are selected at a lower level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As an attorney with the PCTL Branch, you will:

Provide oral and written legal advice and handle litigation before the General Accounting Office (GAO) and the Civilian Board of Contract Appeals (CBCA) on complex legal issues on a wide variety of procurement matters involving the interpretation of applicable laws and regulations including; reviewing acquisition plans, solicitations, contract awards, limited source justifications, determinations and findings, and other significant pre-award decisions; advising on contract administration, contract changes, contractor claims, equitable adjustments, terminations, contract interpretation, funding and contract type, computer security, licensing and intellectual property issues, indemnity and interagency agreements, memoranda of agreements (MOA), information technology law matters including software license terms and conditions, grants and cooperative agreements; and providing legal support to the Department of Justice in litigation brought in the federal courts, including the Court of Federal Claims and the Court of Appeals for the Federal Circuit.

CONDITIONS OF EMPLOYMENT:
  • A one-year trial period is required.

Because of its tax-related mission, the Office of Chief Counsel requires fingerprinting, tax verification, and a background security investigation as part of the pre-employment process.

Qualifications

You must meet the following requirements by the closing date of this announcement:

For GS-12: Possess a J.D. and an LL.M. degree in Government Procurement Law. OR

Possessa J.D. plus at least one year of general legal attorney experience (after receiving J.D. degree) comparable to the GS-11 level.

For GS-13: Possess a J.D. and an LL.M. degree in Government Procurement Law and at least one year of specialized legal attorney experience (comparable to the GS-12 level in the federal service) which includes specialization involving complex legal questions relevant to Government procurement and/or technology law requiring extensive research, writing, and analysis. OR

Possess a J.D. plus at least two years of attorney experience, one year of general legal attorney experience plus one year of specialized legal attorney experience (comparable to the GS-12 level in the federal service) which includes specialization involving complex legal questions relevant to Government procurement law and/or technology law requiring extensive research, writing and analysis.

For GS-14: Possess a J.D. and an LL.M. degree in Government Procurement Law and at least two years of specialized legal attorney experience (one year comparable to the GS-13 level in the federal service) which includes specialization involving complex legal questions relevant to Government procurement law, and/or technology law requiring extensive research, writing and analysis. OR

Possess a J.D. plus at least three years of attorney experience, one year of general legal attorney experience plus two years of specialized legal attorney experience (one year comparable to the GS-13 level in the federal service) which includes specialization involving complex legal questions relevant to Government procurement law and/or technology law requiring extensive research, writing and analysis.

The experience may have been gained in the public sector, private sector, or Volunteer Service .

One year of experience refers to full-time work; part-time work is considered on a prorated basis.
