Responsibilities

As a INSTRUCTIONAL SYSTEMS SPECIALIST you will be responsible for the following duties:

  • The incumbent is responsible for designing, developing, delivering, and evaluating new and innovative eLearning, virtual and instructor-led security training products, and services for curricula areas including, but not limited to Industrial Security, Information Security, Personnel Security, Physical Security, Insider Threat, Cybersecurity, Counterintelligence, and Security for Special Programs.
  • Provides recommendations on accreditation compliance requirements and learning best practices.
  • Makes recommendations on learning strategies, Oversees day-to-day activities associated with the planning, analysis, design, development, delivery, implementation, and evaluation of learning products and programs for the DoD security community.
  • Manages development of training programs and products by developing standards, guidelines, and procedures concerning instructional methodologies, administration, security, and integrity of highly innovative online and instructor-led training.
  • Conducts training needs analyses, cost/benefit, and return-on-investment studies for conversion of traditional instructor-led training courses to eLearning, virtual instructor-led, and other technology-based training formats.
  • Ensures training products and services meet the widely varied needs of the target audiences and conform to complex program policies and organizational requirements as well as current and developing methods in educational and performance technology.
  • Ensures all training products and services are mapped to the Department of Defense Security Skill Standards.

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Specialized experience required for this position is: development, delivery, and sustainment of instructional systems design practices, and the application of design methods to improve instructional effectiveness; planning, analysis, design, development, implementation, evaluation and sustainment instructional methods, materials, and techniques; applying learning theories as they relate to the systematic design, development, and evaluation of instructional materials; and effectively and convincingly communicate and defend complicated, sensitive, or controversial findings or proposals to senior level managers.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

Specifically you will be evaluated on the following competencies:
1. Instructional Materials and Curriculum Development - Develop, test, review and revise instructional materials and content for lessons, courses, or occupations in accordance with specific learning objectives.

2. Needs/Occupational Analysis - Conduct needs and/or occupational analyses to determine the requirements for revision of existing or development of new instructional programs.

3. Instructional Design - Evaluate, plan, coordinate, and develop components of instructional design.

4. Instructional Program Evaluation - Assess the learning outcomes, design, and effectiveness of curricula and instructional programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation/adoption, and to inform instructional decisions.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
