The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information (STI) supporting the Research and Engineering (R&E) needs of the Department of Defense (DoD), as well as federal and industry partners. DTIC provides leading edge information services and analysis products to the DoD community as a recognized leader in information and knowledge management innovations.

Responsibilities

  • Serves as Director, Directorate of Content Management in the fielding of advanced information sharing and analysis supporting the DoD Science and Technology (S and T) enterprise.
  • Oversees the collection and preparation of text and digital data for dissemination, sharing, and analysis, and on time fielding of new capability for DTIC's 4.7M records.
  • Provides executive direction, assistance, and support for all administrative operations at DTIC as delineated by the Administrator.
  • Responsible for content quality, completeness, and enrichment (including Scientific and Technical Information (STI) material and associated data). Serves as DTIC lead for content management, preservation, curation, and analysis.
  • Responsible for supervisory duties including: Planning work to be accomplished, setting priorities, making work assignments, and evaluating the work.
  • Various supervisory functions such as approving leave, developing performance standards and evaluating employee performance, and interviewing and selecting candidates for vacancies.
  • Counsels employees, hears and resolves complaints from employees, and effects disciplinary measures. Identifies developmental needs of employees and schedules training or other developmental assignments.
  • Carries out Human Resources Management and EEO policies and communicates support of these policies to employees.

Qualifications

Specialized Experience:
For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service, is required.

Specialized experience is defined as experience leading a project or team or serving as a subject matter expert applying knowledge of online product delivery and support principles and approaches that involved business process improvement; product rationalization; business requirements management; data strategies and data architecture aligned to data strategy; and organizational change management resulting in change in technology and business operations. Experience applying knowledge in several of the following areas Collection, Preservation, Curation/Data Enrichment, Outreach and Engagement; Agile Project Management; Earned Value Management; data architectures and strategies; and/or Cloud Capabilities.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
