The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents from diverse ethnic, cultural, and economic backgrounds. Our human resources team seeks to hire a highly motivated and dependable human resources professional to consult with and provide tactical and strategic HR supports and services to a high performing Public Health Department consisting of over 900 employees. Reports to the HD Human Resource Manager, will have professional experience as a HR business partner, to include talent acquisition processes, performance management, employee relations, complex FMLA/ADA and leave administration, position management and workforce planning. Supports HD HR quality assurance and improvement activities, provide managers with guidance on employment, and other HR issues; participates in recommendations to departmental HR procedures and practices; manage data in HRIS systems, and provide general support to staff at all levels. Participates in department and county committees and workgroups as needed.

Note: The hourly salary rate will not exceed the midpoint $40.52 (commensurate with experience).

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Any combination of education, experience, and training equivalent to graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and a child protective services check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement. Otherwise, vaccinated employees will complete the attestation online in the first day of employment.

PREFERRED QUALIFICATIONS:
At least three years of professional level HR experience with all phases of talent acquisition processes; At least two years of HR experience providing guidance in performance management, employee relations, and position management/workforce planning. Ideal candidate will have excellent research and project management skills, strong knowledge/experience in interpreting and explaining regulations, policies and processes to all levels of employees. Possess excellent written and communication skills, detailed oriented, is proactive, flexible in their approach to work priorities, and solves problems creatively. Demonstrated ability to work independently and in a team environment, fosters collaboration, and develops positive working relationships across employee levels. Proficient with use of Microsoft Office Suite, and HRIS systems. Possession of current HR professional certification, a plus.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, employee is required to walk, stand, sit, bend, kneel, climb stairs and carry equipment up to 25 pounds in weight as required for the position. Uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment. Ability to communicate clearly with others, orally and in writing, and make presentations. Ability to travel to other sites to attend meetings/trainings. All duties performed with or without reasonable accommodations.
