Assists in coordination and implementation of complex and diverse tasks related to the management and oversight of the Office to Prevent and End Homelessness (OPEH) division of the Department of Housing & Community Development (HCD) procurement and contract management programs for its operating and capital needs. Position is a liaison with OPEH staff and the Department of Procurement and Material Management (DPMM) in writing, reviewing, organizing and the development, issuance, and award of a variety of contracts that are required by the agency's professional staff. Position coordinates with program staff in the identification of procurement needs and the development of contracts for program services, shelter services, training services, capital construction work, and maintenance goods and services as it relates to the prevention of homelessness. Position is responsible for bid administration and award for all written informal solicitations for OPEH-HCD. Serves as key support to help program staff meet the contract requirements supporting initiatives. Prepares qualitative and quantitative analyses to determine agency contract needs; oversees and determines appropriate contracting method and assists program lead for the development of contracts with private and public sector contractors. Leads and provides oversight for selection advisory committee (SAC) activities to include the evaluation of proposals and solutions in terms of benefits, costs, and overall impact on the project, program or organization; oversees evaluation of vendor performance and compliance with contract terms and conditions. Coordinates contract funding requirements with agency fund accountants. Develops and provides oversight for agency contract database. Serves as liaison with county's DPMM for OPEH interests; interprets and applies county, state and federal purchasing guidelines. Oversees the agency's annual DPMM agency SAC review. Prepares routine and ad hoc reports from mainframe and agency in-house systems and performs quantitative analysis of agency spending trends to determine future contract requirements. Assists and serves as back-up to the HCD Contract & Procurement Coordinator.

Note: The salary offer for this position will not exceed the mid-point (or $80,368.91 annually) of the advertised salary range . Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Researches the availability of contracts that can meet the needs of the end user;

Administers contracts and ensures compliance with federal, state, and local procurement requirements;

Performs analyses to support contract negotiations, performance studies, utilization reviews, cost reasonableness studies, and expenditure history inquiries;

Assists staff in contract negotiations;

Oversees annual renewal process and periodic amendment process for contracts;

Writes solicitations and contracts;

Ensures vendors are in compliance with all aspects of the contract;

Mediates and resolves, where possible, disputes between program staff and contractors regarding contract terms;

Prepares the contract electronic and physical files;

Prepares federal, state, and county mandated reports and management studies regarding vendor services and operations.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in business administration, public policy, public administration or a field related to the assigned functional area; plus two years of professional level experience in contract administration or a related field.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Experience in procurement management and contract development.
  • Certification as Certified Professional Public Buyer (CPPB) or other public procurement certification
  • Experience with eVA (Commonwealth of Virginia’s e-procurement system) and Quick Quotes
  • Knowledge of SAP financial and procurement systems.
  • Experience with Microsoft Word and Excel applications.
  • Knowledge of the principles, methods and problems of organization and management.
  • Excellent communication skills.
  • Ability to work with minimum direct supervision.
  • Ability to identify and determine appropriate methods for gathering data and to determine how that data can be useful in managing organizational performance.


PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor; incumbent must be able to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
