The position will be responsible for providing IT security specific program development, monitoring, budgeting, and financial procurement actions in support of ITSO. The incumbent is responsible for managing and integrating the various security projects, contracts, and tools within ITSO. This includes the planning, programming, and budgeting execution actions necessary to modernize, enhance, and maintain the operational functionality of ITSO. The incumbent will perform multiple and varying assignments under the Deputy Chief Information Security Officer.

Duties may include, but are not limited to, the following:
  • Leading and managing a team of federal and contract staff to provide administrative and logistics support to ITSO divisions and teams.
  • Planning, programming, and executing the budget of a multi-million-dollar organization conducting 24/7 cyber security operations, enterprise security engineering, and security assessments and evaluations to include new capability acquisition, current technology maintenance, contract labor management and evaluation, and administrative support to operations.
  • Serving as the subject matter expert for the execution of ITSO's budget and coordinating with the Finance and Procurement Office for all acquisitions and maintenance actions.
  • Developing multi-year budgets with input from Security Operations Center (SOC), Security Policy and Assessment (SPA), Security Engineering Division (SED) and ITSO leadership to constantly enhance and improve the operational effectiveness and efficiency of ITSO.
  • Conducting market research and business plans for the integration of new technologies within ITSO.
  • Reviewing and assisting in contract payments and invoicing in support of all ITSO Contracting Officer Representatives (CORs).
  • Creating and delivering factually accurate and compelling written and oral presentations and work products to a range of audiences from the IT practitioner to executive level management.
  • Providing oversight of the ITSO asset management program, ensuring all sensitive and government equipment are tracked, managed and accounted for in accordance with all applicable policies and procedures.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:
  • Performing finance or budget analyst work.
  • Demonstrating understanding of federal acquisition regulations and processes.
  • Working with multi-million-dollar federal budgets.
