Responsibilities

Summary of the position: As the Chief Financial Officer for the Defense Acquisition University, you will apply your knowledge, experience, technical, managerial and leadership skills directing the effective financial management and integrity of DAU programs, activities and resources by developing, implementing, and monitoring DAU-wide policies and systems in the areas of budget development, execution, administration, program analysis, financial evaluation, internal controls, corporate systems and strategic planning.

Provides expert advice to the DAU office of the President, senior leadership team, and OUSD(C) on all DAU financial management issues; Directs DAU operations for planning, programming, budgeting issues, Program Objective Memorandum (POM) and Budget Estimate Submissions (BES), the President's Budget.

Presents and defends the DAU budget and manages the Defense Acquisition Workforce Development Appropriation (DAWDA) in coordination with OUSD(A&S). Develops the Agency's overall financial strategic plan and future monetary requirements for the purpose of maintaining an effective and efficient program.

Directs and maintains an integrated financial management system for the university including accounting, budgeting, management-financial reporting, auditing, and management analysis that will furnish timely data used in the control of operations at all levels of management.

Performs as a core member of the DAU senior leadership team in Strategic Planning, establishing organizational goals and objectives, and accountable for annual outcomes.

Directs and maintains a full range of data analytics for the university business systems, customer and student operations to support executive decisions with strategic direction, financial and human capital objectives.

Compares actual university performance with planned objectives, interpret and interrelate program plans, budget proposals, costs of operations, and program accomplishments, and interpret the composite financial results of operations.

Advises on, develops, coordinates, and supports the implementation of financial policies and programs across the university.

Performs other duties as assigned.

Specialized experience is experience as a financial management functional area leader directing the financial management and integrity of programs, activities and resources by developing, implementing, and monitoring large scale policies and systems in the areas of budget development, execution, administration, program analysis, financial evaluation, internal controls, corporate systems and strategic planning.

In addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified.

Quality Ranking Factors:
1. Advanced Degree is highly desired.
2. Ten (10) or more years of experience in financial management for an organization is highly desired, preferably significant financial
management experience as a senior functional area leader within a Federal or Department of Defense organization. Total experience
may be in government, the defense industry, or commercial sector positions.

The tenets of this qualification include but are not limited to partnering, political savvy and influencing or negotiating.

Education

DAU Pay Band E (AD-30) (Equivalent to Federal positions classified above GS-15 and equivalents) Minimum Education and Specialized Experience:
    Basic requirements for Band E include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in Financial Management. Advanced degrees are highly desired in Band E.

Please note: Technical certifications and/or experience may be approved by the DAU Chief of Staff (delegated from the DAU President) to meet the needs of the University.

Initial appointment is made for a period of three years, conditional upon satisfactory completion of a DAU probationary period of two years.
