Summary

The Medical Director for the Occupational Health Department at the Hampton VA Medical Center will be directly responsible for the management of the Occupational Health Program, including the maintenance of all Occupational Health Programs, and the evaluation of patient care of employees under their care.

Responsibilities

The Occupational Health Medical Director is responsible for the following duties and responsibilities:
  • Performs basic clinical skills required for direct patient care to evaluate, diagnose, consult, and provide basic treatment.
  • Performs appropriate evaluation and management of patients to include ordering of diagnostic tests and consultations and discriminates between normal and abnormal findings and makes appropriate treatment decisions.
  • Participates effectively in team meetings and treatment planning conferences and collaborates with multidisciplinary team members in a manner that enhances coordination of comprehensive patient care.
  • Ensures documentation of care in the medical record is in keeping with the bylaws of the Medical Center.
  • Provides clinical oversight of the clinical care to which assigned.
  • Performs pre-employment physicals, evaluates work place injuries and coordinates with workman's compensation, provides clinical support for APPs, interprets VA guidance (Employee Occupational Health Guidebook) for the office of EOH and translates this information into practice guidelines
  • Serves as the Professional Supervisor for the facilities Hearing Conservation Program.
  • Administers the EAP program, provides fitness for duty evaluations, supervises the EOH immunization program, develops and provides reports to the facilities Infection Control and Environment of Care Committees.
  • Assures that protocols are up to date for all key employee health programs including but not limited to: needle stick management and TB screening.
  • Serves as a champion for facility employee flu immunization, prepares COVID 19 (OHRS) reports, and provides surveillance of (amongst others not here specified) the following programs asbestos exposure, TB exposure.
  • Supervises urine drug testing related to pre-employment assessment.
  • Assists with any employee health issues related to construction, building of a solid employee wellness plan for effectively monitoring mandatory programs.
  • Collaborates effectively with employer and employee in an effort to maintain the stay at work and return to work process.
  • Ensures that medical treatment or care plans consist of current best medical practices and are evidence-based if possible.
  • Evaluates Fit for Duty to ensure employee's current capabilities match or exceed the physical, psychological, cognitive, and social demands of the specific tasks.
  • Evaluates occupational risk, on-going workplace hazards, unusual working environments, delays in recovery of function, or questions of potential risk to the public.
Work Schedule: Full-time
Tour of Duty: 7:30am to 4:00pm

Paid Time Off: 49-55 days of annual paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Proficiency in spoken and written English.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are:Preferred Experience: Comprehensive knowledge of health promotion, disease prevention and injury prevention with a minimum of three years of successful practice in Occupational medicine.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Moderate lifting (15-44 pounds), moderate carrying (15-44 pounds), reaching above shoulder, use of fingers, walking (1 hour), standing (1 hour), near vision correctable to 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20, hearing (aid permitted), emotional/mental stability, working inside and outside, working closely with others, working alone, working with hands in water, protracted or irregular hours of work, slippery or uneven walking surfaces.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  • Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  • Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  • For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]

  • NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
