Summary

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.

It is in Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA JAIC.

Responsibilities

  • Develops and monitors enterprise-wide Responsible Artificial Intelligence (RAI) metrics and reporting frameworks and develops and implements an enterprise-wide RAI communication strategy.
  • Formulates long-range artificial intelligence ethics policies and develops and implements strategies and management guidelines related to technical standards.
  • Applies subject matter expertise of scientific research practices and statistical analysis methods, critical thinking and analytical skills to develop technical standards and policies for the DoD Responsible Artificial Intelligence Program.
  • Identifies aspects of current scientific and industry practices that fail to meet the complex ethical test and evaluation challenges of national security programs and works to improve those practices.
  • Provides direction for solving complex technical ethical and bias problems associated with the development of JAIC products and services.

Qualifications

In order to qualify for this position, you must meet the requirements described below and provide transcripts with a degree confirmation date at time of application.

Basic Requirements:

For the GG-854 Professional Engineering Series:
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
-Professional registration
- Written Test
- Specified academic courses
- Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties.

For the GG-1550 Computer Science Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as experience leading the development and promulgation of policies, practices, guidance and metrics for the responsible development, procurement and use of Al-capabilities.
