Responsibilities

The primary purpose of the position is to serve as the Operations Research Analyst. In this position, you will serve as a consultant to senior management on the full range of matters pertaining to the cost of programs. Typical work assignments include:
  • Perform performance measurement or cost analysis of a major acquisition program.
  • Conduct cost estimates for key acquisition programs.
  • Define, maintain, and perform cost analysis core competencies.
  • Conduct reviews of cost estimates and analyses.
  • Serve as a consultant to senior management on matters pertaining to cost estimating and analysis and program cost estimates

Qualifications

Basic Requirement:

A. Possess a Bachelors or higher degree in Operations Research;

or

B. Possess a Bachelors or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. (At least 3 of the 24 semester hours must have been in calculus.)Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science

. In addition to the basic requirement, you must meet the minimum qualifications.

You may qualify for the GS-11 grade level, if you possess one of the following:

A. Experience: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service performing the following:
1) Conducting cost estimates for Acquisition programs;
2) Participating in studies of cost related issues by collect metrics and trending data;
3) Developing costs models and cost estimating relationships;
4) Supporting the development of acquisition related policies, procedures, and guidance to support the execution of acquisition program activities.

OR

B. Substitution of Education for Experience: Possess a Ph.D., or equivalent doctoral degree in Operations Research or closely-related field (e.g., mathematics, probability, statistics, mathematical logic, etc.) or have successfully completed at least three full years (54 semester hours or the equivalent) of progressively higher level graduate education leading to such a degree that demonstrates your knowledge, skills, and ability necessary to do the work.

OR

C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.

You may qualify for the GS-12 grade level, if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, performing the following:
1) Preparing life cycle cost analysis and cost estimating studies for Acquisition programs;
2) Developing cost estimating plans and mathematical models to support Life-Cycle Cost Estimates;
3) Assessing and determining program affordability;
4) Recommending solutions for addressing program affordability concerns.

You may qualify for the GS-13 grade level, if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service, performing the following:
1) Leading the development of statistical cost and performance measurement techniques to support management decision making;
2) Conducting reviews to assess and determine program affordability;
3) Presenting and defending alternatives to program management for addressing program affordability concerns;
4) Advising senior management on cost/benefit analysis and sustainability of programs, policies, processes, systems, and elements.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

NOTE: Current and former employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
