To qualify for a Supervisory Workforce Development Program Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:

Responsibilities
- Perform supervisory duties for a team of Workforce Development Program Specialists, Human Resource Specialists, and Management Program Analysts; including directing a training budget at a multi-million dollar level of annual resources.
- Manage the planning, direction, and execution of the Total Force training budget for the entire Agency; reviews and approves budgetary plans developed by first-level supervisors.
- Provide expert advice regarding managing and integrating agency-wide programs covering the disciplines of the professional development of the workforce, integrating information into the implementation and management of associated key Agency programs.
- Plan and organizes the operations of the Division, determines operating procedures and prepares local plans, and implements policies, manuals and regulations.
- Develop and implements of tactical procedures to implement Total Force goals and objectives that link to an organization strategic mission.
- Maintain liaison with employees of DoD, Office of Personnel Management, Defense Acquisition University, and other federal agencies to obtain/provide information on projects to ensure consideration of Agency problems, policies, and recommendations.
- Develop assignments, projects or problems to be solved and also communicates actionable events, milestones and/or program issues under review, and establish deadlines and time frames for completion.

- Analyzes agency workforce trends and requirements, current and anticipated missions and programs, and changes in training methods and technology
