Summary

The Health Technician, GS-0640-06 will independently perform diagnostic tests as a clinical service to physicians and provide them with technical information that will be used in the diagnosis and treatment of diseases in patients. In addition, the position provides patient education, and acts as a liaison and information source for nursing staff, clerical staff, and medical staff. This position is located at the Community Based Outpatient Clinic in Hagerstown Maryland.

Responsibilities

Duties for the position include but are not limited to:

Administrative Duties:
  • Uses of word processing software to produce a variety of documents such as encounter forms, treatment plans, specialty procedures (such as EKGs); uses database software to enter, revise, sort and retrieve data for reports or review; transmits and received documents and messages electronically.
  • Assists in orientation of physicians and other clinic personnel including proper procedures for requesting medical tests and the requirement for completion of exams. Serves as a source of information concerning VA regulations, policies and procedures such as eligibility, co-payments, beneficiary travel, etc.
  • Maintains provider schedules and enters orders accurately per text order and verifies in CPRS that orders are completed.
  • Responsible for scheduling appointments of patients, adhering to the scheduling directive, placing appropriate notes in CPRS, and notifying the appropriate PACT Team members in a timely manner.
  • Accurately updates all patient demographics and obtains Release of information when necessary.
  • Tracks consult and schedules patients appropriately adhering to the scheduling directive
  • Responsible for accurately scanning patient information into CPRS.
  • Independently initiates action for the solution of day-to-day administrative problems.
  • Maintains and orders medical and admin supplies.
  • Collects and enters information to determine veteran eligibility status (works inconjunction with the Health Eligibility Center).
  • Inspects the medical records after the completion of the final evaluation by the physician in order to determine the disposition of the patient for admissions, for follow-up appointment or for no further action by utilizing knowledge of medical terminology and skill in reading medical charts.
  • Initiates and records telephone messages for medical purposes. Recognized and refers urgent messages to the appropriate staff for immediate action/attention
Clinical Duties:
  • Responsible for identifying patient medical emergencies and notifying the appropriate medical staff, initiating basic life support measures needed and maintaining CPR certification
  • Performs venipuncture and instructs patients in proper procedures for preparing for blood test, bleeding time test, 24 hour urine collection, and collection on specimens for culture and sensitivity.
  • Responsible for cleaning equipment in accordance with OSHA and infection control standards and maintaining cleanliness in the entire lab area.
  • Responsible for' packaging and signing over transport of biohazard waste material and maintaining up to date training as required.
  • Performs EKG's and is capable of recognizing clinical abnormalities and dete1mining which abnormalities should be immediately brought to the attention of the medical staff.
  • Operates a centrifuge to separate blood, may store specimens as appropriate to ensure visibility for testing, and may prepare specimens for transport to Martinsburg following OSHA, VA, and infection control procedures.
  • Incumbent assists patients in the use of portable oxygen.
  • Other duties as assigned.
Work Schedule: Monday - Friday; 8:00 a.m. - 4:30 p.m.; Tour of duty subject to change to meet the needs of the agency

Physical Requirements: Incumbent must be able to assist patients who need help with standing, walking and sitting if needed. Incumbent must be able to stand and walk for long periods of time while working in the lab environment. Incumbent must be able to sit for long periods of time while on the ACD system. The physical demands require repetition of sitting, standing, twisting, bending, stretching, walking, and lifting.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-06 grade level: One year of specialized experience equivalent to the GS-05 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but not limited to: venipuncture, specimen collection, perform EKG and capable of recognizing clinical abnormalities, cleaning equipment in accordance of OSHA and infection control standards, operate centrifuge, prepare specimens for transport, assist in procedures, exams, and preparing exam rooms for procedures, schedule appointments, maintain provider's schedules, entering of orders ensuring correct data entry, update patient demographic information, word processing, maintaining office filing system, order supplies, determine Veteran eligibility, and initiate and record telephone messages.

Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position . At the GS-06 level 6 months of graduate education would be required. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
