Responsibilities

Serves as the Lead Commissary Support Clerk in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to serve as a working leader over a group of at least three or more employees performing store-level work in accounts and price maintenance and, as assigned supply work. The incumbent personally performs the work of the position lead.

Position responsibilities include:
  • Performs account maintenance, computer operations, supply clerical duties, and other clerical support to the commissary management team.
  • Distributes and balances the workload among employees, assuring timely accomplishment of the assigned workload.
  • Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities.
  • Instructs employees in specific tasks and job techniques.
  • Gives on-the-job training to new employees.
  • Checks on work in progress. Spot checks work not requiring regular reviews and reviews completed work.
  • Amends and rejects work not meeting established standards.
  • Recommends changes in work methods that will improve timeliness and/or quality of work.
  • Monitors working conditions, resolves simple, informal complaints of employees, and assists the supervisor in preparing work schedules.

Qualifications

Your resume and supporting documents must show that you meet the qualifications for the grade level or levels for which you are applying.

(A) one year of specialized experience equivalent to at least the GS-04 grade level or equivalent to at least GS-04 under other Federal service pay systems, private sector, or military, OR (B) applicants must have completed four years of education beyond the high school level from a college or university accredited by an organization approved by the U.S. Department of Education in an appropriate field of study as described elsewhere in this announcement, OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

By the announcement closing date you must also meet the following requirements:

Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.

  • If you are applying for a higher grade than you currently hold you must also submit SF 50s to verify you held the next lower grade level for at least 52 weeks (called the time-in-grade requirement). Some SF 50s dated within the last 52 weeks do not demonstrate you meet time-in-grade on their own (e.g., Gen Adj from the current year). You may need to submit two (2) or more SF 50s to show you meet this requirement. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. Do not submit an award SF 50.
