The Senior Data Scientist will support the Children's National Health System telehealth program. The scientist will assist with the investigation and other duties as required in support of the telehealth program and its customers. The Data Scientist role is responsible for modeling complex Institute problems, discovering insights and identifying opportunities through the use of statistical, algorithmic, mining and visualization techniques. In addition to advanced analytic skills, this role is also proficient at integrating and preparing large, varied datasets,
architecting specialized database and computing environments, and communicating results.

Qualifications

Minimum Education
Master's Degree - Computer Science or related field (Required)

Minimum Work Experience
7 years - Strong background in computer science, operations research, statistics or a physical engineering discipline including expertise in large data base management and artificial Intelligence using Artificial Neural Networks and Machine learning (Required)

Experience with discrete-event-simulation and experience with text mining and Natural Language Processing (NLP)

Required Skills/Knowledge
  • Proven ability and experience to develop (from scratch) machine learning and/or deep learning approaches and algorithms to solve clinical and business (including operations, supply chain, human resources, finance) problems.
  • Proven knowledge of databases, data structures, data processing and data mining from large enterprise transaction systems
  • Proven ability and experience to perform independent/unsupervised exploratory data analysis and advanced statistical analysis (e.g., regression analysis, cluster analysis, factor analysis, ANOVA).
  • Ability to formulate and solve complex mathematical optimization problems using exact and heuristic approaches.
  • Ability to develop complex process models using discrete-event-simulation.
  • Proven programming skills in Python; ability and experience to participate in software platform and web application development.
  • Proven communications skills - Effective at working independently and in collaboration with other staff members. Capable of artful storytelling and clearly presenting findings in oral and written format and through graphics.
  • Knowledge in IT and Data Architectural Constructs

  • Ability to prioritize the tasks of the project timeline to achieve the desired results
  • Strong analytic and problem solving skills
  • Ability to cooperatively and effectively work with people from various organization level
  • Ability to develop and apply computational algorithms and statistical methods to healthcare data (including, but not limited to data from electronic medical record, financial management, human resource, quality and supply chain)
  • Strong development skills in Python.
  • Must be familiar with libraries required to build complex predictive algorithms in health care.


Functional Accountabilities

Program Administration
1. Develops and manages predictive (machine learning and deep learning) and prescriptive (mathematical optimization and simulation) analytic models in support of the organization's clinical, operations and business initiatives and priorities.
2. Deploys solutions so that they provide actionable insights to the organization and are embedded or integrated with application systems
3. Support and drive analytic efforts designed around organization's strategic priorities and clinical/business problems
4. Leads cross-functional teams to drive disruptive innovation, which may translate into improved quality of care, clinical outcomes, reduced costs, temporal efficiencies and process improvements.
5. Builds and extends our analytics portfolio supported by robust documentation
6. Works with autonomy to find solutions to complex problems using open source tools and in-house development
7. Stays abreast of state-of-the-art literature in the fields of operations research, statistical modeling, statistical process control and mathematical optimization
8. Manages project plans and other required project documentation and provides updates to leadership as necessary
9. Develops and maintains relationships with business, IT and clinical leaders and stakeholders across the enterprise to facilitate collaboration and effective communication
10. Works with the analytics team and clinical/business stakeholders to develop pilots so that they may be tested and validated in pilot/incubator settings
11. Performs statistical analysis to evaluate primary and secondary objectives from such pilots
12. Assists senior leadership with strategies for scaling successful projects across the organization and enhances the analytics applications based on feedback from end-users and clinical/business consumers
13. Assists senior leadership with dissemination of success stories (and failures) in an effort to increase analytics literacy and adoption across the organization.
14. Develop strategic, tactical and operational presentations that summarize the results of predictive and prescriptive analytics projects in support of robust strategies for the organization.

Problem Solving & Analysis
1. Ability to develop and apply computational algorithms and statistical methods to healthcare data (including, but not limited to data from electronic medical record, financial management, human resource, quality and supply chain)
2. Developing and deploying healthcare-relevant predictive and prescriptive models.
3. Performing standard statistical analysis.
4. Formulating and solving mathematical (deterministic and stochastic) optimization problems and simulation; prior experience in Arena, FlexSim or similar environments.
5. Development using Python.
6. Combining analytic methods and advanced data visualizations.
7. Leading and managing projects and multi-disciplinary teams.
8. Breaking down and clearly define problems.

Project Management
1. Manage projects and cross-functional teams in order to meet organizational goals
2. Prioritize the tasks of the project timeline to achieve the desired results
3. Manages project plans and other required project documentation and provides updates to leadership as necessary
4. Assists leadership with strategies for scaling successful projects across the organization and enhances the analytics applications based on feedback from end-users and clinical/business consumers
5. Manages projects and initiatives for the medical system that include multi-disciplinary teams from technology, clinical and business groups
