Duties Summary Located in the Department of State's Bureau of Information Resource Management (IRM), these positions involve both IT policy and planning and related technical assistance and customer support activities. The positions develop, manage and secure the Department's global IT infrastructure. This serves as public notice for the use of OPM's Direct Hire Authority. Learn more about this agency Responsibilities Policy and Planning: develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs. Customer Support: provide technical support to customers who need advice, assistance, and training in applying hardware and software systems. Serve as a policy and strategic advisor; assist in integrating strategy across the organization's mission areas and ensure technical support to internal and external customers worldwide. Formulate, develop, coordinate, and execute a broad range of IT and telecommunications policies and operational plans, risk management strategies, programs and projects. Serve as a technical advisor and a lead on IT initiatives. Provide customer technical service to the IRM user community. Assist global-reaching activities such as the application and adaptation of new and improved approaches to the planning and implementation of major projects. Ensure the fostering of collaborative customer support for new approaches. Liaise with other sections to minimize or resolve operational problems. Support the planning and delivery of customer support services, assistance and/or training. Travel Required Not required Requirements Conditions of Employment US Citizenship is required. Must be able to obtain and maintain a Top Secret security clearance. One year probationary period, unless excepted by regulation. Incumbent will be subject to random drug testing. Qualifications Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants at all grade levels must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government)to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and, Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the grade level below the grade level of the position being filled. For GS-13 grade level: Applicants must have 1 year of specialized experience equivalent to the GS-12 level. Qualifying specialized experience must demonstrate the following: Policy and Planning: Experience developing and implementing plans, policies, standards, infrastructures, and architectures that establish the framework for the management of IT programs. Experience coordinating and executing IT and/or telecommunications policies and operational plans, risk management strategies, programs and projects. Experience serving as an advisor on IT related policies and strategies. Customer Support: Experience providing technical service and support to customers in applying hardware and software systems. Experience assisting in the application and adaptation of new approaches to the planning and implementation of projects. Experience supporting the planning and delivery of customer support services, assistance and/or training. There is no substitute of education for specialized experience for the GS-13 position. For GS-14 grade level: Applicants must have 1 year of specialized experience equivalent to the GS-13 level. Qualifying specialized experience must demonstrate the following: Policy and Planning: Experience developing, implementing, and ensuring compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of IT programs. Experience formulating, developing, coordinating, and executing IT and telecommunications policies and operational plans, risk management strategies, programs and projects. Experience serving as an advisor on IT policies and strategies; assisting in the integration of strategy across the organization's mission areas. Customer Support: Experience providing technical service and support to customers in applying hardware and software systems. Experience assisting the application and adaptation of new approaches to the planning and implementation of major projects. Experience fostering collaborative customer support; liaising with customers to minimize and/or resolve operational problems.
