Overview Accepting applications Open & closing dates Opening and closing dates08/27/2021 to 09/09/2021 Service Competitive Pay scale & grade GS 14 Salary $122,530 to $159,286 per year Appointment type Permanent Work schedule Full-Time Duties SummaryThis position is located in the Utility Management Program, Program Support Branch, Office of Facility Management, Construction, Facility, and SecurityManagement, Directorate, Bureau of Overseas Buildings Operations (OBO/CFSM/FAC/PS).The incumbent serves as an Electrical Engineer responsible for providing task-focused engineering support, onsite project technical and managementexpertise, oversight, and administration of complex electrical power building systems and utility interconnections.ResponsibilitiesProvides onsite project management and administration in support of OBO funded projects; and provides input to post's designatedContracting Officer's Representative (COR) on the execution of the project (eg, quality, schedule and budget).Develops recommendations to address electrical power and utility systems problems and energy assessments at posts.Provides technical expertise and on-site assessment and management of technically complex or challenging post electrical power systems and utility engineering requirements in support of planned and funded requirements.Plans, inspects, assesses, develops, directs, and implements detailed onsite survey of post electrical systems to address deficiencies of posts electrical system.Participates in pre-bid/post bid conferences with contractors, and in the negotiation of prices and time. QualificationsApplicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.Applicants MUST meet one of the following Basic Requirements: A. Bachelors or Higher Degree: The program must be (1) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: 1. Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (eg, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the Basic Requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's or higher degree in an appropriate scientific field, eg, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, eg, in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)Notes: 1) Applicants who meets the Basic Requirements in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise; 2) Professional engineering experience required for grades GS-7 and above is defined as non-routine engineering work that required and was characterized by professional knowledge of engineering, professional ability to apply such knowledge to engineering problems, and positive and continuing development of professional knowledge and ability; 3) To be considered, applicants MUST submit transcripts and copies of professional registration and/or licensure to verify Basic Requirements by the closing date of the announcement.IN ADDITION to the Basic Requirements above, you MUST also have 1 year of specialized experience that is related to the work of the position, is equivalent to at least the GS-13 level in the Federal service, and demonstrates the following: Experience applying budget principles and practices, in order to plan and justify budgets for electrical power and energy engineering requirements.Experience developing recommendations to address identified electrical power, utility systems problems and energy assessments at posts.EducationSee the qualifications section of this vacancy announcement for education requirements, if applicable.When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.
