Our headquarters is in Falls Church, Virginia.PAE is supporting the US Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division's International Criminal Investigative Training and Assistance Program (ICITAP). ICITAP is a cornerstone of America's global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. PAEis the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. POSITION SUMMARY: PAE is currently seeking a qualified candidate to serve as Senior Law Enforcement Development Coordinator (SLEDC) in Washington, DC This position will be responsible for serving as the designated ICITAP representative responsible for overall project design, coordination, advisement, inter-governmental communications, and timely delivery of scopes of work, specified deliverable list, and formal project specific agreements (PSA) development. The SLEDC serves as a law enforcement advisor and subject matter expert in the design of law enforcement training programs and advisory services. JOB DUTIES AND RESPONSIBILITIES: Manages the design and development of complex civilian police training and organizational development assistance projects overseas.Establishes and maintains effective working relationships with host country law enforcement and government officials, as well as the international criminal justice sector assistance community, working with these representatives to foster the goals and objectives of the program.Effects coordination with US State Department, as well as with senior foreign officials and organizations and U. S. government officials, when designing, preparing program proposals and recommendations concerning goals and objectives of the law enforcement assistance program.Identifies country-specific needs, develops/writes proposals, assessments, program implementation plans, budgets, and manages the development of appropriate training and mentorship.Coordinates and leads assessment teams. Identifies and selects assessment team members.Develops, coordinates, and executes US based study tours for visiting foreign law enforcement executives.Assists the host country government in the development of technical assistance programs to enhance their democratic policing reform efforts.Evaluates ICITAP program delivery, particularly as it relates to the achievement of program goals and objectives, as well as any obstacles encountered that may adversely impact the program.Provides technical direction to advisors and trainers assigned to the program.Develops and maintains relationships with local, state, and federal law enforcement agencies. REQUIRED SKILLS AND QUALIFICATIONS: Executive level law enforcement experienceFully acquainted with law enforcement techniques and practicesExperience with the design and delivery of law enforcement training activities.Ability to develop, analyze and manage complex budgetsIncumbent must have strong written and verbal communication skills.Experience working with local, state, and federal governmental organizationsProject management experience and or certificationsManagement or understanding of full the complete spectrum of police development needs, including police operations, criminal investigations, forensic science techniques, academy development, advanced training, and other related issues.
