The SAS Programmer will conduct data management and analysis, and create presentations using healthcare, administrative and other data systems to assist in program evaluation and survey operations for the Defense Health Agency's J-5 Analytics and Evaluation Division.

  • Create analytic datasets from large healthcare datasets by extracting, merging, deleting duplicates, and otherwise ensuring high quality analytic datasets. This can be done in SQL or SAS.
  • Perform qualitative and quantitative analysis of health and survey datasets in support of studies, surveys, and evaluations, including using survey weights when appropriate.
  • Work with contractor, subcontractor, and government staff to design, implement and produce analytical products (reports, briefings, articles, infographics, etc.) focused on the health and healthcare of specific populations (e.g., veterans, service members, military.
  • Develop and refine programs using statistical software (SAS) to manage large datasets. Tasks include coding, cleaning, data quality control and review, merging files etc., to prepare data for analysis.
  • Provide support for ad hoc data and/or information requests via the DHA Analytics and Evaluation Request Portal (AERP), including the creation of analytic plans, preparing analytic datasets, and analyzing data for presentation or publication.
  • Streamline data collection and analysis procedures to ensure quick access to metrics.
  • Implement controls and compliance metrics to reduce data issues and improve data quality and integrity.
  • Assist with the development of point papers, reports, supporting graphics, briefings, spreadsheets, and other formal documentation.
  • Other duties as assigned

  • Master's degree in epidemiology, statistics, biostatistics, mathematics, computer science or health services research
  • Experience with descriptive statistics, univariate and multivariate data analysis and translating data into actionable information.
  • Experience creating data visualization charts/graphs/models in Excel, Tableau, QLIK or other data visualization software.
  • Experience with SAS required;
  • SAS and STATA Certifications preferred. Knowledge, Skills and Abilities:
  • Must have the ability to pass a DHA Background Check.
  • Proficiency in the use of standard Microsoft Office software applications such as Word, Excel, and PowerPoint are required.
  • Advanced knowledge of manipulating large datasets, especially health care or administrative datasets, including merging across a common identifier.
  • Knowledgeable of SAS statistical packages, including base, univariate, and multivariate modeling.
  • Working Knowledge of or experience in:
  • TRICARE Encounter Data (TED)
  • Military Health Data, in -patient and out-patient data
  • Pharmacy Data
  • Comprehensive Ambulatory/Professional Encounter Record (CAPER)
  • Standard In-patient Data Record (SIDR)
  • Ability to maintain a high standard of quality assurance and attention to detail, including creating and implementing data quality control processes.
  • Ability to provide continual attention to detail in composing required reporting.
  • Ability to work effectively with coworkers, external contacts, and excellent negotiation and conflict resolution skills.
  • Ability to receive and apply feedback in a professional manner; ability to convey both positive and constructive feedback to others in a professional and effective manner.
  • Ability to pass requirements, training, and forms per the DHA's Onboarding Checklist.
  • Possess strong problem solving and leadership skills.
  • Possess excellent oral and written communication skills.
  • Ability to multi-task in a high stress, performance-based environment.
  • Ability to travel up to 10% as required.
