Summary

The Administrative Systems Office (ASO) has created an Information Security Program to ensure the protection of local AO and national applications across the Department of Administrative Services (DAS) and the U.S. Courts. The Security and Data Integration Staff (SDIS) is responsible for establishing guidelines and minimum acceptable risk safeguards for the protection of DAS information and information systems.

Responsibilities

The Administrative Systems Office (ASO) is a matrix organization with two divisions. The Information Technology Specialist is instrumental in coordinating security-related activities between the business owner, system owner and other stakeholders to ensure the confidentiality, integrity and availability of information and information systems.

Duties of this position include, but are not limited to:
  • Communicating judiciary security policies, procedures and safeguards for all applications and information systems assigned;
  • Developing and maintaining security documentation to include system security plans, incident response plans, contingency plans, and all applicable security documentation;
  • Analyzing and advising on the risk and remediation of security issues based on reports from vulnerability assessment scanners, patch management tools, and emerging threat information;
  • Performing risk assessments to periodically re-evaluate the security and risk posture of the system and mitigation strategies as well as to assess the impact of new requirements;
  • Developing remediation plans, along with stakeholders, for discovered vulnerabilities and document in Plan of Actions and Milestone (POA&M);
  • Assisting with investigations into security violations related to applications and information systems assigned; ensuring corrective actions are implemented and information security incidents are handled in accordance with judiciary policies and procedures;
  • Participating in associated security and change control boards for applications and information systems assigned, evaluating the risk impact of proposed changes;
  • Serving as the primary advisor to the Chief and Deputy Chief, SDIS and portfolio managers on information security matters pertaining to assigned applications and information systems;
  • Providing recommendations concerning the safeguarding of information systems and ensures comprehensive assessments are performed on the management, operational, and technical security controls employed within or inherited by an information system;
  • Reviewing information systems to identify potential security weaknesses, recommends improvements to address vulnerabilities, implements changes and documents upgrades.

  • All new AO employees will be required to complete an FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Basic Requirement: Individuals must have Information Technology (IT) related experience demonstrating each of the four competencies listed below.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is defined as demonstrated experience in ALL areas below:
  • Experience in developing system security plans and supporting documentations.
  • Knowledge of current security tools, hardware/software security implementation; communication protocols; and encryption techniques/tools.
  • Ability to work independently and collaborate closely with application developers, engineers, and others.
