Responsibilities

This is a supervisory position with additional information technology (IT) support responsibilities. The primary purpose of the position is to define and lead IT work for the Library of Congress, reporting to an OCIO IT Director and/or Deputy Director then to the Library's Chief Information Officer (OCIO)/Deputy Chief Information Officer (DCIO).

The Chief of Platform Services will manage a team of supervisors and staff providing custom software development, COTS platform support, and Operations and Maintenance services in support of key elements of the Library's mission and operations, including: Digital Collections and Content Management tools supporting multiple digital formats; platforms enabling Service Management, Geographic Information Systems, Audio-Visual Content Management, and Financial Operations; and the development of public facing web applications. Key areas of expertise include cloud-native development, support for large-scale Digital Content Management tools; working with hybrid Federal-Contractor teams; and software development using Agile/Scrum method

Supervises a group of employees, both supervisory and non-supervisory, performing work up to the GS-15 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.

Manages implementation of the division's workload and sets priorities. Delegates responsibility. Negotiates with managers and senior level officials to create buy-in for positions on specific initiatives, investments, projects and support. Coordinates and directs the evaluation of missions, goals, plans, programs and business processes.

Formulates long-range policies and develops and implements strategies and management guidelines for complex and changing managerial, operational, and IT systems. Plans and carries out programs, resolve conflicts that arise.

Integrates and coordinates the work of others as necessary and interprets policies against established objectives.

Provides technical expertise in defining the "future state" architecture and IT Services roadmap for the division. Conducts market research and creates technical requirements, statements of work, performance work statements and other documents required for the procurement of IT goods and services required by the division to support the Library's mission.

Provides expert technical advice in the monitoring and evaluation of contractor activities. Ensures contractor and vendor support of IT services. Collaborates with the Contracts & Vendor Management division, Office of Grants and Contracts, vendors and stakeholders to ensure contract requirements are met and all activities performed in compliance with contract terms.

This position is not eligible for permanent remote telework.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
