Responsibilities

This position is located in the Data Analytics and Support Division (DAS), Office of the Chief Data Officer (OCDO), Office of Inspector General, Department of Homeland Security (DHS). OIG conducts and supervises independent audits, investigations, and inspections of the department's programs and operations, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. The OIG seek to deter, identify, and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in homeland security.

Being a Program Analyst makes you a valuable member in the Data Analytics and Support Division (DAS), Office of the Chief Data (OCDO), Office of Inspector General, Department of Homeland Security (DHS).The Division is responsible for providing analytical products needed to support audits, inspections and investigations of DHS programs. The Division also analyzes internal data to improve decision-making and make the OIG's own operations more efficient and effective. The incumbent works with relational database models and/or large data warehouses, identifying, and collecting, ingesting, and processing new data sets. Typical assignments include:
  • Developing and/or identifying techniques or methods to gather data, research, and documentation for a variety of diverse and complex analysis and visualization projects
  • Supporting program managers, auditors, inspectors, and investigators by assisting with the development of automated analytical tools, creating dashboards related to analysis performed, and documenting best practices.

  • Conducting comprehensive link analysis using data and information from government, open source, and third party databases, Internet research, and internal documentation to determine possible instances of fraud, waste, or abuse of Government funds.

Qualifications

MINIMUM QUALIFICATIONS GS-9: You qualify for the GS-09 (starting salary $59,498) grade level if you have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience at this level includes:
  • Assisting senior analysts with relational database models and/or large warehouses;
  • Identifying, collecting, ingesting and processing new data sets; AND
  • Experience giving informal briefings in a business setting.

OR

A master's or equivalent graduate degree or I have 2 full years of progressively higher level graduate education leading to such a degree; or LL.B.

OR

J.D., if related OR a combination of the above-defined education and experience which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

MINIMUM QUALIFICATIONS GS-11: You qualify for the GS-11 grade level (starting salary $71,987) if you possess one year of specialized experience at the GS-09 grade level performing duties duties such as:
  • Experience assisting senior analysts with relational database models and/or large warehouses;
  • Identifying, collecting, ingesting and processing new data sets; AND
  • Experience explaining technical data analytics content to non-technical audiences.
OR

Ph.D or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree; or a LL.M.

OR

A combination of the above-defined education and experience which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

MINIMUM QUALIFICATIONS GS-12: You qualify for the GS 12 grade level (starting salary $86,283) if you possess one year of specialized experience at the GS-11 grade level performing duties such as:
  • Experience working with relational database models and/or large warehouses;
  • Identifying, collecting, ingesting and processing new data sets; collaborating within, between, and across organizational boundaries in data analytics projects; AND
  • Explaining technical data analytics content to nontechnical audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 10/04/2021 of this announcement.
