Summary

This position is located in the Office of Performance Analysts and Integrity, Veterans Benefits Administration, VA Central Office. Successful candidates are detail-oriented problem solvers, managing multiple tasks at once. Selectee ensures that all staff are provided with outstanding administrative support. Supervisor strongly supports career development and prepares incumbent for advancement. Energetic incumbent will improve skills on the way to taking on other greater responsibilities.

Responsibilities

Update VA training system for employee training status, pull reports on training status, and identify and resolve common issues.

Make routine purchases for office, maintain associated purchase logs, reconcile purchases to purchasing budget and resolve discrepancies.

Post time cards, answer routine time and leave process questions from employees, and resolve ETA discrepancies.

Communicate leadership messages, policy or other items through emails or memos as directed.

Enter travel authorizations and travel vouchers for staff using VA's electronic travel system.

Assist employees with onboarding and offboarding activities including sponsoring new individuals for PIV cards, scheduling for equipment pick-up and resolving onboarding issues.

Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirement are met Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday- Friday, 8:00am to 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2021.
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service.
    • GS-05: 52 weeks at the GS-04 level.
    • GS-06: 52 weeks at the GS-05 level.
    • GS-07: 52 weeks at the GS-06 level.
You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience for each grade includes: Experience independently solving a variety of administrative support, system, and communication issues while keeping supervisor informed of progress and results.

For the GS-05 ONLY:
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 full years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours (i.e., beyond the second year).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
