Responsibilities

  • Supervise a group of supervisors, including social science, epidemiology, statistics, and evaluation experts and program analyst(s), performing work at the GS-15 level.
  • Serve as the Deputy Director for the Division of Population Health, providing consultation to others such as industry representatives, and clinical investigators on scientific, statistical, and regulatory aspects of the application or review process.
  • Direct a professional staff that provide authoritative and professional expertise in dealing with the behavioral, social, epidemiological, statistical, and evaluation science aspects of public health issues related to tobacco products.
  • Partner with other government agencies and private organizations to accomplish program objectives
  • Develop and present workshops and seminars and represents CTP at conferences and meetings sponsored by other government agencies, private organizations, and professional associations.

Qualifications

The position of Supervisory Interdisciplinary Statistician falls within the 1529/1530 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/24/2021.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

Basic Requirements for a Supervisory Mathematical Statistician, GS-1529: NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics

OR

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Basic Requirements for a Supervisory Statistician GS-1530: NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Minimum Qualifications :
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

You must have one year of specialized experience equivalent to the GS-14, grade level in the Federal service, which includes developing new policies and technical guidance related to regulated products and evaluating science as it relates to existing and proposed policies, programs, and regulations; and developing and recommending new and revised guidelines for regulated products using quantitative and qualitative research methods to analyze health statistical data; and provide verbal and written guidance to subordinate staff on recommendations to ensure program objectives are met.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
