Summary

This position is located in the Division of Finance, Corporate Planning and Performance Management Branch of the Federal Deposit Insurance Corporation and provides support in the areas of operations and reporting for information technology systems supporting the planning, budgeting, costing, performance and project management activities managed by the Branch.

Responsibilities

At the full performance level, major duties include:

- Assists in managing interfaces with other systems that provide data to, or use data from, systems that support CPPM activities, such as the general ledger, payroll processing, receivership billing, human resources information systems, and legacy business systems.

- Assists in developing systems requirements and enterprise data warehouse specifications to meet the changing requirements of accounting, planning, budgeting, cost management, performance and project management, and reporting.

- Helps create and update specifications for all aspects of the development, maintenance and operation of systems, including: the input process, posting, systems tables, editing, systems documentation, reports development, and use documentation.

- Operates information technology systems including running jobs and troubleshooting anomalies associated with configuration and data mapping. Executes reconciliation processes to ensure that data files and reports are accurate. Performs testing and validation of enhancements and upgrade releases. Develops technical test scripts for system enhancements. Writes routine functional descriptions and system design specification based upon input from end users and or senior staff members.

- Maintains tables and data relationships, analyzes associated table maintenance issues, and formulates recommendations to address those issues.

- Executing reconciliation processes to ensure that data files and reports are accurate.

- Maintaining lines of communication with other areas in the Branch, Division and Corporation for the purposes of coordinating and keeping all affected parties apprised of significant production, enterprise warehouse or reporting changes.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-09 grade level or above in the Federal service. Specialized experience is defined as experience maintaining accounting, planning, budget, cost, performance and project management systems and providing oversight to system users and developers.

OR Education - completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field related to the position to be filled.

OR a COMBINATION of graduate level education as described above, and the specialized experience as described below, that together meet the qualification requirements for this position.

1. Knowledge of corporate and receivership accounting, planning, budgeting, and cost, performance and project management concepts and practices.

2. Knowledge of accounting and financial management principles, concepts and practices to accomplish a variety of assignments.

3. Ability to assist in developing solutions to accounting, budgeting, planning, cost management, performance and project management, data collection, data management, data analysis and reporting problems.

4. Knowledge of financial information technology systems, including systems development lifecycles, production operations and standards, data management, system internal controls, data quality controls ,enterprise data warehouse operations, and reporting concepts, processes and techniques.

5. Ability to communicate orally with internal and external contacts.

6. Ability to communicate in writing with internal and external contacts.
