This position is located in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Operational Planning and Integration Directorate, AJT-3. AJT provides safe, secure, and efficient management for the National Airspace System (NAS) and international airspace assigned to U.S. control.

Responsibilities

As an Operations Research Analyst, serves as a principal performance analyst within the Trajectory Based Operations (TBO) Integration and Analysis Team within AJT-3 Directorate. Applies experience and expert knowledge of quantitative analyses to evaluate operational and performance outcomes of planned and accomplished TBO deployments. In this capacity, he/she supports data-driven decision making in support of the TBO Integration and Analysis Team's activities, including deployment of complex, inter-related programs that deliver consistent and efficient operations across the NAS.

As a principal technical specialist he/she applies comprehensive technical knowledge of FAA plans and TBO objectives to support strategic planning for the FAA and AJT, and evaluate associated commitments (e.g., Northeast Corridor). Conducts quantitative analysis of airport and airspace operations, and benefit opportunities and expectations of planned TBO improvements. Identifies and analyzes alternatives; various methods and levels of statistical analysis; statistical sampling and/or risk analysis; and recommends solutions based on data-driven analyses and conclusions.

Retrieves, analyzes, summarizes and visualizes operational, empirical data using appropriate statistical, mathematical modeling, and other analytical techniques and tools. Designs and develops models for empirical analyses, and customizes analyses to focus on factors that directly affect actual operations or deployments. Interprets analytical findings and generates insights to develop proposals and inform policy for operating procedures, regulations, and standards.

Works effectively under the direction of a Group Manager, Team Leader or subject-matter expert to develop effective communications artifacts for internal and external stakeholders to broaden their understanding of TBO, its operational impacts, and site-specific plans and goals. Develops slides and info-graphics that explain complex operational analyses and findings in plain English.

Contacts are internal and external and include representatives from other Service Units, Service Areas, FAA lines-of-business , and labor unions. He/she often represents FAA as a senior technical point of contact on projects, programs and other work activities. He/she uses skill working collaboratively with others, including labor unions and support task groups across lines of businesses, to communicate information to all levels within AJT and the ATO. He/she plays a lead role in drafting, reviewing, and editing reports for final approval prior to external distribution. He/she presents briefings to obtain consensus/approval on policies and coordinates significant technical matters with representatives of external organizations.

Although broad policies and objectives provide general guidance for addressing issues, he/she is allowed considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. He/she provides policy guidance and instruction to others, both internally and externally.

He/she resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues and works with management to solve problems. The Team Manager rarely reviews work, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirements, to qualify for this position at the FV-J level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience developing or using of customized software tools to extract and analyze empirical data to solve problems and identify opportunities for operational improvements.
