This position is in the Senior Executive Service (SES), a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the Bureau of Health Workforce in Rockville, Maryland.

Responsibilities

Serves as the Deputy Associate Administrator for the Bureau of Health Workforce (BHW), sharing and participating fully with the Associate Administrator in directing the overall strategy and policy for BHW programs.

Provides executive leadership in the design, development and execution of grant programs to meet national health workforce needs.

Provides executive direction to key staff in determining and defining long-range operating management goals and objectives.

Provides executive leadership and direction for health workforce research activities and the development, promulgation and evaluation of substantive policies and procedures.

Provides policy guidance on the formulation of budget requests and justifications.

Determines the need for and selects key professional staff necessary for the Administration of BHW programs. Provides for the periodic review of the programs and activities of the bureau to determine whether the Bureau's mission goals and objectives are being achieved. Based on this review, directs changes needed including initiation or new activities, acceleration, curtailment, or elimination of ongoing activities and the timing of such actions.

Directs the analysis and development of new legislative proposals or proposing modifications to existing legislation. Represents the Bureau to OMB, Congress, and other Government Agencies, State and national organizations and directly through membership on interagency committees and task forces.

As a member of the Bureau's Executive Staff, contributes to the formulation and execution of overall HRSA work plans and program objectives.

Fulfill a variety of speaking engagements and present the Bureau's programs to professional and lay groups, State and local agencies, and national organizations. Participates in, and contributes to, meetings and conferences with top-level officials from Federal, State, and local governmental agencies, foreign government representatives, constituent groups to discuss and explain Bureau policies, plans and programs.

Works with officials of health workforce programs both within and outside the government on evaluating the effectiveness of present programs and identifying existing and emerging research opportunities in health workforce educational, recruitment, and utilization programs.

    Mandatory Technical Qualifications (MTQs)
    This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.
  • Demonstrated experience in program planning and implementation, which includes analysis of policy development, strategic planning, business process planning, development of short and long-range program goals and objectives, development of program outcome measures and nationwide program execution.
  • Demonstrated skill establishing and maintaining effective cooperative working relationships with senior officials in private industry and/or Federal organizations to define and achieve goals for a national program.
  • Demonstrated executive leadership in managing large, complex organizations, including the effective utilization of employees.
  • Ability to provide executive level advice to the Associate Administrator on all financial, legislative and program management matters affecting the organization.
