Responsibilities

Mission:
The mission of the Sergeant at Arms (SAA) Emergency Management Division (EMD) is to provide and implement a comprehensive and professional emergency planning, preparedness, and operations program for the U.S. House of Representatives, ensuring the continuity of the House and the safety of its Members, staff, employees, and visitors during emergencies.

Job Summary:
In this position, the Emergency Management Specialist for Preparedness is responsible for supporting unclassified and classified life safety programs, including life safety planning, occupant training, drills and exercises, and emergency notification and communication. Responsibilities include working with other Legislative Branch Organizations, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency preparedness and life safety. Requires a working knowledge of all aspects of emergency management, as well as an understanding of the Office of the Sergeant at Arms and all applicable legal requirements, House Rules, Committee, and Sergeant at Arms policies. This position reports to the Director, Preparedness with the Program Manager, Preparedness serving as the immediate supervisor.

Duties Include:
(may include a variety of these duties, but are not limited to the following)

Grades 7/8/9
  • Provide direct support to the development, readiness, and implementation of the House life safety and emergency preparedness program and on occasion, work independently to provide guidance and coordination, for related activities, projects, and programs.
  • Actively support the Office Emergency Coordinator program, including outreach, training, planning assistance, program administration, data management, and related tasks for Member, Committee, and support offices. Requires data management and basic database skills.
  • Deliver prescribed training on topics of emergency preparedness, life safety, emergency planning, and protective actions to small and large groups virtually, in offices, and classroom settings.
  • Support curriculum development, data analysis, and records administration.
  • Work with Legislative Branch Organizations, House offices, and stakeholders to develop life safety plans at the campus, building, and office level.
  • Liaise with appropriate Federal agencies and private sector entities regarding issues, initiatives, and standards related to emergency preparedness and life safety.
  • Develop/review planning documents, procedures, briefing slides, reference documents, white papers, and other documentation, as needed.
  • Attend meetings, capture notes, and share key takeaways with applicable staff.
  • Support exercise development and execution, as needed.
  • Support House Operations Center activations, special events, and projects, as required.
  • Maintain ability to operate equipment and functions in the House Operations Center in accordance with EMD standards and guidelines.
  • Serve as a watch officer in the House Operations Center Duty Program; 1-4 days per month; available to work long hours, nights, and weekends when necessary.
  • Available for recall 24/7 to deploy to support emergency management and continuity efforts.
  • Act to support the Director, Preparedness, and Program Manager, Preparedness to carry out various assignments which further the goals of EMD. May be required to act as the Program Manager, Preparedness in his/her absence.
    Perform other duties as assigned.

  • Conduct extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact.
  • Manage multiple projects and programs without continuous oversight and direction.
  • Assist the Director, Preparedness and Program Manager, Preparedness with special projects.
  • Analyze, report on, and provide guidance on program budget, strategy, and program management initiatives.

    Qualifications

    Work Experience and Education:
    Bachelor's degree and some emergency management, preparedness, life safety planning, and/or project/program management experience. Active Top Secret clearance preferred; if not then must be able to obtain and maintain a Top Secret security clearance.

  • Strong public speaking ability.
  • Knowledge of national policies and best practices in Emergency Management.
  • Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues.
  • Ability to work well under pressure, exercise discretion and sound judgement while independently solving problems.
  • Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.).
  • Refined and proficient written and oral communication ability.
  • Strong organizational skills.
  • Ability to manage multiple tasks simultaneously.

    Considerations for Grades 8 & 9 will be based on education, years of experience, management experience, and demonstrated ability to effectively interact with politically sensitive issues in technical and legislative environments.

    Work Schedule:
    Full-time, permanent. Monday - Friday 8:30am - 5:00pm. Work outside of normal business hours when necessary, evenings and weekends may be required.
