The Deputy Chief of Staff (DCOS), Veterans Benefits Administration (VBA) reports to the Chief of Staff and provides executive leadership, guidance and direction to all the organizations throughout VBA. Serves as the full Deputy to the Chief of Staff and serves as an advisor to the Under Secretary for Benefits and the Principal Deputy Under Secretary for Benefits on the development and implementation of VA/VBA-wide policies, programs, and the internal management and operations of VBA.

The position is located in the Office of the Under Secretary for Benefits, Veterans Benefits Administration's (VBA) and reports to the Chief of Staff (COS). The responsibilities include, but are not limited to:
  • Ensures efficient execution of all functional programs organizationally aligned to the VBA.
  • Assists the Chief of Staff in the implementation of all policies, practices, and management and operational approaches.
  • Initiates, oversees or conducts special or confidential studies and prepares authoritative recommendations for changes in broad Administration policies or operations.
  • Explains and clarifies VBA and departmental policies and procedures and independently resolves difficult issues.
  • Provides executive management, evaluation, and leadership over the Directors of: Office of Human Capital Services; Office of Mission Support; Office of Executive Review; Office of Program Integrity & Internal Controls.
  • Maintains a critical awareness of sensitive program developments and issues and advises the Chief of Staff, Under Secretary, and Principal Deputy Under Secretary of the viability of available options.

    To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

    TQ1: Demonstrated experience in successfully developing and overseeing the implementation of strategic goals, plans, legislation, regulations, policies and procedures; as well as providing guidance to Senior Leaders on high-level topics and projects.

    Non-Competitive Consideration: You are considered a non-competitive applicant if you are a current career Senior Executive, graduate of a Senior Executive Service (SES) Candidate Development Program (CDP) or an individual with SES reinstatement eligibility and your ECQs have been certified by the OPM QRB. You may be considered non-competitively for appointment to this position if you meet the mandatory technical qualifications requirements.

    Non-competitive applicants do not need to submit ECQ narratives but you must clearly state your status in your resume and submit a written narrative response to the Technical Qualification (s); not more than 2 pages per each TQ with a font size no smaller than 12 points. Proof of non-competitive eligibility is required. The agency has the option of considering you non-competitively or including you in the competitive process.
