Summary

This position is located in the National Credit Union Administration (NCUA), Office of the Executive Director (OED). The incumbent serves as a Program Officer and technical authority for NCUA's Advancing Communities through Credit, Education, Stability and Support (ACCESS) programs. The incumbent is responsible for the development and implementation of policies, strategies, and programs to support the goals and objectives of ACCESS.

Responsibilities

As a Program Officer, you will:

- Serve as an NCUA expert and technical authority for ACCESS. With the support of other NCUA Offices and Regions, exercise full responsibility for program management for projects, programs, and activities related to ACCESS.
- Identify and develop solutions to remove or reduce barriers that prevent full, equal, and fair participation in the economy, including fair lending, affordable housing, and challenges for persons that lack credit scores and reformed persons with a criminal background.
- Provide expert technical advice and guidance to the Director, Financial Technology and Access, the NCUA Board, and NCUA senior leadership.
- Serve as a point of contact and information exchange conduit between the public and NCUA Regions and Offices to address questions or resolve issues regarding financial equity and inclusion.
- Develop and maintain an effective outreach program that identifies and addresses issues regarding financial equity and inclusion.
Consistent with direction provided, operates independently in managing activities and in carrying out specialized, high-level assignments.
- Represent the agency on working groups, inter-agency committees, task forces, conferences, etc. involving financial inclusion and outreach matters.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

CU-14: All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector. Specialized experience for this position is defined as experience: 1) leading the development of projects, programs or policy; and 2) analyzing and providing guidance and advice on policy, practices, and resources required to carry out programs related to expanding access to financial services and/or expanding access to financial literacy to underserved communities.

CU-15: All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector. Specialized experience for this position is defined as experience: 1) leading staff or teams; 2) leading the development of projects, programs or policy; and 3) analyzing and providing guidance and advice on policy, practices, and resources required to carry out programs related to expanding access to financial services and/or expanding access to financial literacy to underserved communities.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes the locality rate for the Alexandria, Virginia geographical area. Please click here to review all salary ranges based on locality.
