The primary purpose of this position is: Serve as a Contract Specialist responsible for performing a full range of complex preaward and postaward contracting functions, including solicitation, award, negotiation and administration, and termination.

The organizational location of this position is: Cyber National Mission Forces (CNMF), United States Cyber Command (USCYBERCOM), Ft. Meade, Maryland.

Responsibilities

  • Confers and collaborates with reporting seniors and with the technical and functional subject matter expert (SME) teams supported to capture and document the CNMF?s overall approach to and plan for meeting contracting program objectives.
  • Provides contracting expertise for the procurement of complex and/or diversified technical support services and/or commodities.
  • Executes post-award contract performance management actions for assigned contracts.
  • Serves as business advisor to a wide range of customers, makes substantive contributions to special projects/initiatives, and performs special assignments.

  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
  • A 4-year course of study leading to a bachelor's degree with a major in any field;

    or
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Meeting the mandated bachelor's degree AND having the quality level of experience, which includes one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the preaward or postaward phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.     KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of federal and DoD contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of technical services and associated material.

    2. Ability to evaluate the business environment (e.g. economic trends, commercial/industry business practices) to recognize and account for potential programmatic/contractual impacts in market research and acquisition planning.

    3. Ability to apply knowledge of formal source selection methods, policies, and procedures; as well as contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements

    4. Ability to apply principles, methods, and tools used in identification, assessment, and mitigation of acquisition risks, including assessing the probability and consequences of potential problems and their solutions.5. Ability to apply knowledge of price and cost analysis sufficient to review proposals, determine accuracy and relevance of information, generate and evaluate alternatives, and make recommendations based on government contracting case law precedents.

    5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
