Responsibilities

Provides oversight and supervises employees and serves as the Senior Architect on all facets of software development for the Development and Integration Support group. Establishes and enforces compliance with the policies and procedures that effect development and integration across many complex projects and all phases of the software development life cycle (SDLC). Designs and implements high performance applications using various development platforms including but not limited to Perl, Java and .Net. Develops software integrations with various databases and systems and web development technologies. . Gathers software requirements and defines system specifications. Responsible, directly oversee, identify and resolve trouble tickets, manual updates for research, development, system integration and quality assurance of new systems and applications based on best practices, ensuring application comply with relevant security standards.

Provides expert technical leadership for the day-to-day and future operations of the Development and Integration Support team. Collaborates with customers by identifying business needs, areas of improvements or issues needing resolution and makes sound recommendations that deliver tangible results. Evaluates established methods and procedures and prepares recommendations for changes in methods and practices where appropriate.

Follows up on work effort to ensure conformance to MCCS and DoD guidelines and access security. Serves as a subject matter expert and principal advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the MCCS Director.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and substance abuse, and take appropriate action. Ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Establishes and enforces the near and long-term vision for the solution architecture and procedures through development and maintenance of quality control best practices to ensure data is accurate and secure. Evaluates and recommends appropriate technologies, tools, and methods for data management, application functions, and reporting. Oversee the on-going administration and support including user and security administration, performance tuning, application installation, and upgrades.

Partners with cross functional units to build and deliver solutions that support and improve the decision making process. Full management responsibilities to help functional departments identify and solve their most critical information, reporting and analytical challenges. Responsible for all management activities including: resource management, project plan creation and maintenance, maintenance of issues logs and prioritization. Incorporates MRI Project Lifecycle deliverables

Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor's Degree in Information Technology or a related field appropriate to the work of the position AND 10 years of experience in software development with at least three years of experience in Perl development, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Five years demonstrated supervisory experience. Ability to develop custom Perl packages or similar language using Object Oriented techniques, build complex data structures using references, hashes and arrays, and design software solutions based on requirements preferred. Demonstrated experience working in a Unix / Linux and/or cloud environment preferred. Experience using UNIX based text editors and development tools preferred. Preferred skills include the following technologies: X/HTML, CSS, XML, DOM, SQL and ERD are required. Must have the experience and ability to supervise others.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

This position had been determined as Non-critical Sensitive. As a condition of employment, the incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified information.

Eligible for incremental telework as determined by MR/MF policy.
